邢台市桥东区楼宇经济发展中的政府角色定位研究

【摘要】：近年来,楼宇经济作为一种新兴的经济形态,在我国很多城市开始出现。楼宇经济的发展,为地方政府带来了税收,提高了城市品位,并推动着城市经济结构的优化升级。2012年以来,邢台市桥东区主动作为,出台政策措施,宣传、推介和扶持楼宇经济,把发展楼宇经济作为本地经济转型和产业结构调整的主要抓手,取得了很大的成绩。然而从公共管理学的角度来看,地方政府在楼宇经济发展中存在角色越位、缺位等问题,亟需在角色定位上加以完善。本文可以分为五大部分。第一部分,翻阅汇总了国内外关于楼宇经济和政府角色的研究;第二部分,阐述了楼宇经济的概念、特点、形成原因、意义和公共产品及公共选择理论的基本内容,指出了政府在楼宇经济发展中应科学定位自身角色,更好的发挥政府作用;第三部分,分析邢台市桥东区楼宇经济发展现状;第四部分,归纳总结了政府在楼宇经济发展中的四种角色,即主导者、规划者、扶持者、服务者,分析了邢台市桥东区在楼宇经济发展中存在角色缺位的问题,并提出了政府应根据楼宇经济不同发展阶段扮演不同的角色;第五部分,从完善政府角色定位方面,对促进邢台市桥东区楼宇经济发展提出建立机构、制定规划、完善政策、打造特色、完善配套、培育产业等对策。
[Abstract]:In recent years, as a new economic form, the building economy has begun to appear in many cities in our country. The development of the building economy has brought tax revenue to the local government and improved the city grade. Since 2012, Xingtai Qiaodong District has taken the initiative to act as a policy measure to publicize, promote and support the building economy. Great achievements have been made in taking the development of the housing economy as the main grasp of the transformation of the local economy and the adjustment of the industrial structure. However, from the perspective of public management, local governments have some problems in the development of the housing economy, such as the offside role and the absence of the role. This paper can be divided into five parts. The first part is a review of the domestic and foreign research on the role of the building economy and the role of the government; the second part, describes the concept of building economy, characteristics, causes, The significance and the basic content of the theory of public goods and public choice point out that the government should scientifically position its own role in the development of the building economy and give better play to the role of the government. Part three analyzes the present situation of the development of the building economy in Qiaodong District of Xingtai City. In the fourth part, the author summarizes the four roles of government in the development of building economy, that is, leader, planner, support and service, and analyzes the problem of the absence of government role in the development of building economy in Qiaodong District, Xingtai City. In the fifth part, from the perspective of perfecting the role of the government, the author puts forward the establishment of institutions to promote the economic development of buildings in Qiaodong District, Xingtai City, and formulates plans and consummates policies, and points out that the government should play different roles according to the different stages of the development of the building economy. Build characteristic, perfect matching, cultivate the countermeasure such as industry.
