【摘要】：乡镇政府作为我国最基层的一级政府,在维护我国农村社会稳定发展,促进农村全面建设小康社会的过程中发挥着重要的作用。但是随着市场经济的深入推进以及农村社会经济的变革,传统体制下所形成的乡镇政府的管理体制越来越难以适应经济发展新常态的要求,并成为制约乡镇社会发展的特殊因素。十八届三中全会提出,“在市场经济起决定作用的条件下,各级政府必须转变职能,充分发挥宏观调控、公共服务、市场监督方面的作用。”可见,转变乡镇政府职能已经成为深化我国行政管理体制改革的必然要求。受自然条件和社会条件的双重影响,欠发达地区乡镇政府在管理体制方面的问题尤为突出,其职能转变的任务更为紧迫。全文由绪论和正文两大部分构成,其中正文包含四部分内容:第一部分是概念界定与理论基础。该部分主要界定“欠发达地区”、“乡镇政府”、“政府职能”、“政府职能转变”等核心概念,澄清关键词的内涵及外延,并将“新公共服务理论”“多元公共行政理论”“基层治理理论”作为本文的理论基础。第二部分是我国欠发达地区乡镇政府职能的演变及其现状。该部分主要追溯了乡镇政府职能在“建国初”、“人民公社时期”、“改革开放时期”、“十八大以后”几个阶段的演变轨迹,并通过对我国欠发达地区乡镇政府现有职能的剖析,揭示其存在的人治观念浓厚、运行效率低下、行使职能变异以及创新动力不足等的现状。第三部分是我国欠发达地区乡镇政府职能存在的问题。该部分透过欠发达地区乡镇政府职能现存问题,找出关于人们对乡镇政府职能转变的认识不清、乡镇政府职能转变制度依赖薄弱、乡镇政府转变动力不足以及乡镇政府职能转变评价机制不完善是阻碍欠发达地区乡镇政府职能转变的障碍所在。第四部分是我国欠发达地区乡镇政府职能转变的策略。该部分提出了欠发达地区乡镇政府职能转变的目标以及在职能转变中必须遵循因地制宜、循序渐进、全面协同以及综合性的原则,通过鉴定乡镇政府的角色,理清职能转变的方向;推进行政管理机制创新,规范职能转变的行为;加强人才队伍建设,增强职能转变的活力;加大资金投入力度,夯实职能转变基础;提升公共服务能力,凸显职能转变效果等措施,推进我国欠发达地区乡镇政府职能的完善。
[Abstract]:As the most basic level of government in our country, the township government is maintaining the stable development of our rural society. Promoting the overall construction of a well-off society in rural areas plays an important role. However, with the deepening of the market economy and the transformation of rural social economy, The management system of the township government formed under the traditional system is becoming more and more difficult to meet the requirements of the new normal economic development. The third Plenary session of the 18th CPC Central Committee put forward that "under the condition that the market economy plays a decisive role, governments at all levels must change their functions, give full play to macro-control and public services," The role of market supervision. "it can be seen that changing the functions of township governments has become an inevitable requirement for deepening the reform of China's administrative management system. It is influenced by both natural and social conditions. The problems in the management system of township governments in less developed areas are particularly prominent, and the task of changing their functions is more urgent. The full text consists of two parts: introduction and text. The main body includes four parts: the first part is the definition of concept and the theoretical basis, this part mainly defines the core concepts such as "undeveloped area", "township government", "government function", "government function transformation" and so on, clarifies the connotation and extension of the key words. The theory of "New Public Service Theory" and "multiple Public Administration Theory" and "Grass-roots Governance Theory" are taken as the theoretical basis of this paper. The second part is the evolution and present situation of township government functions in underdeveloped areas of China. The evolution of township government functions in the following stages: "the beginning of the founding of the people's Republic", "the people's Commune", "the period of Reform and opening up" and "after the 18th National Congress", Through the analysis of the existing functions of the township government in the underdeveloped areas of our country, it is revealed that there is a strong concept of "rule by man" and the operation efficiency is low. The third part is the problems existing in the functions of the township government in the less developed areas of China, and through the existing problems of the functions of the township governments in the less developed areas. To find out about people's understanding of the township government function transformation is unclear, the township government function transformation system dependence is weak, The lack of motive force of township government transformation and the imperfect evaluation mechanism of township government function transformation are the obstacles to the transformation of township government function in less developed areas. The fourth part is the transformation of township government function in underdeveloped areas of China. This part puts forward the goal of the function transformation of the township government in the underdeveloped areas and the necessity to follow the measures taken according to the local conditions in the transformation of the functions. Step by step, overall coordination and comprehensive principles, identify the role of township government, clear the direction of function change; promote the innovation of administrative management mechanism, standardize the behavior of function change; strengthen the construction of talent team, Strengthen the vitality of function transformation; increase the investment of funds, consolidate the basis of function transformation; enhance the capacity of public services, highlight the effect of function transformation and other measures to promote the improvement of the functions of township government in less developed areas of our country.
