山东省应急管理体系研究

【摘要】：我国作为世界上灾害发生频率最高、种类最多的国家之一,应对突发事件的管理却存在诸多问题,例如,应急管理理论还不够成熟,工作基础比较薄弱,体制、机制、法制尚不完善,应急管理往往滞后于应急需求。因此,应急管理体系建设是当前政府的一项重点工作,山东省应急管理体系建设的“一案三制(应急预案,应急工作体制、机制和法制)”工作正在加快推进。随着全省应急预案编制工作的完成,山东省应急预案体系初具雏形；省政府办公厅已专门设立了应急管理办公室,履行应急值守、信息汇总和综合协调职责,各市、县政府也设立了应急管理机构；2012年,《山东省突发事件应对条例》通过人大常委会审议。这些工作标志着山东省应急管理体系建设工作逐步进入了一个规范化、制度化的轨道。本文对山东省的突发事件应急体系建设做了系统性的研究,希望通过对山东省应急管理体系实践中存在的问题及对策研究,促进山东省应急管理工作的发展、进步。本文采用了实地调查法、访谈法和文献法,深入了解了山东省应急管理“一案三制”的具体进展情况,认真分析了应急管理体系建设的现状,在看到进步的同时,深入分析了目前存在的问题,并针对问题提出了完善山东省突发事件应急体系的意见建议。本文认为可以采取以下措施来完善山东省突发事件应急体系建设：通过设立应急管理中心来完善应急管理组织体系；建设形成应急法规体系；根据山东省的实际情况,完善应急管理社会动员机制。
[Abstract]:As one of the countries with the highest frequency and variety of disasters in the world, China has many problems in the management of emergencies. For example, the theory of emergency management is not mature enough, the working foundation is relatively weak, the system and mechanism. The legal system is not perfect, and the emergency management often lags behind the emergency demand. Therefore, the construction of emergency management system is a key task of the current government, and the "one case three system" (emergency plan, emergency work system) in the construction of emergency management system in Shandong Province, With the completion of the preparation of emergency plans in Shandong Province, the emergency plan system of Shandong Province has taken shape; the General Office of the provincial government has set up a special emergency management office to perform emergency duties. Responsibility for information aggregation and integrated coordination, municipalities, The county government has also set up emergency management agencies; in 2012, the "regulations on Emergency response of Shandong Province" were deliberated by the standing Committee of the National people's Congress. These work marks the gradual entry into a standard of the construction of the emergency management system in Shandong Province. Systematized track. This paper makes a systematic study on the construction of emergency response system in Shandong Province, hoping to promote the development of emergency management in Shandong Province by studying the problems and countermeasures in the practice of emergency management system in Shandong Province. This paper adopts the field investigation method, interview method and literature method to deeply understand the specific progress of the "one case three system" in emergency management in Shandong Province, and seriously analyze the present situation of the emergency management system construction, and see the progress at the same time. The existing problems are analyzed in depth. Some suggestions on how to perfect the emergency system of Shandong Province are put forward. The following measures can be taken to perfect the emergency system of Shandong Province: establishing the emergency management center to perfect the emergency response system of Shandong Province.
