【摘要】：在如今的市场经济形态下,为了让生产资料得到有效配置,让经济活动得到协调发展,政府和市场将是起决定作用的两个角色。两者孰优孰劣、以谁为主在这一百多年来都没有定论。政府管理容易把控却相对呆板,市场协调注重实际效率却又时常“失灵”。在不同的的时机和对象上,两者必须注意消长变化,协调配合,以达到动态平衡。在21世纪之前,我国对待乡村休闲旅游业的态度采取了以政府为主导的、推动型的跨越式发展模式,政府行为在我国旅游业发展过程中起着决定性的作用。政府运用强大的行政能力,加大投入,加快基础设施建设,扩大产业规模,大力包装宣传,拉动消费群体,使我国的旅游产业得到了长足发展。近十几年来,我国旅游产业已经成为热门产业,市场机制不由自主地在发挥越来越重要的作用,政府也开始意识到要淡化自己的作用。随着旅游经济市场化体系的进一步完善,政府职能一方面将进一步简化,另一方面职能重心也将发生转移,至于简化到何种程度和转移到哪个位置,是一个需要细化探讨的重要问题。本文通过运用可持续发展和多中心治理等理论,推究发展乡村休闲旅游的意义和途径。通过对余姚四明山旅游开发的探讨,归纳目前乡村休闲旅游发展中存在的普遍问题。通过归纳浙江省内乡村休闲旅游开发建设中典型案例所总结出的政府治理先进经验,提出了一些政府治理乡村休闲旅游的改进措施。希望通过研究新形势下的政府在乡村休闲旅游市场中的职能定位,为提高政府在乡村休闲旅游业中执行职能的效率提供参考。
[Abstract]:In the present market economy, the government and the market will play two decisive roles in order to make the means of production to be effectively allocated and the economic activities to develop harmoniously.Which of the two is better or worse, there has been no conclusion about who is the main one for more than one hundred years.Government management is easy to control but relatively rigid, market coordination pays attention to practical efficiency but often "failure."In different time and object, both must pay attention to the change of growth and decline, coordinate with each other in order to achieve dynamic balance.Before the 21st century, the attitude of our country to the rural leisure tourism has adopted the government as the leading, the push type leaps and bounds development pattern, the government behavior plays the decisive role in our country tourism development process.The government makes use of the powerful administrative ability, increases the investment, speeds up the infrastructure construction, expands the industrial scale, vigorously packages the propaganda, pulls the consumer group, causes our country's tourism industry to obtain the considerable development.In recent years, the tourism industry in China has become a hot industry, the market mechanism can not help but play a more and more important role, the government also began to realize that they should play a role in desalination.With the further improvement of the market-oriented system of tourism economy, on the one hand, the functions of the government will be further simplified, on the other hand, the focus of the functions will also be shifted.It is an important problem that needs to be discussed in detail.By using the theory of sustainable development and polycentric governance, this paper discusses the significance and ways of developing rural leisure tourism.By discussing the tourism development of Siming Mountain in Yuyao, this paper sums up the common problems existing in the development of rural leisure tourism at present.Through summing up the advanced experience of government governance in the typical cases of rural leisure tourism development and construction in Zhejiang province, this paper puts forward some measures to improve rural leisure tourism.It is hoped that by studying the function orientation of the government in the rural leisure tourism market under the new situation, this paper will provide a reference for improving the efficiency of the government in carrying out the functions in the rural leisure tourism.
