国家治理体系现代化中党的领导核心地位及体现形式

【摘要】：国家治理体系现代化就是要实现党的领导核心地位的合法性来源从历史遗产向现实成绩的转变,从而在新的基础上得到巩固。这包括,通过现代国家治理体系实现社会主义民主制度所具有的先进性和真实性,并把制度优势转化成管理国家、发展经济社会的效能,实现中华民族伟大复兴的中国梦。与此相适应,党的领导核心地位的体现方式要从一元化领导向总揽全局、协调各方转型。这种转型需要处理好党与人大、政府、政协和人民团体的关系,充分发挥各主体的作用,并建立和完善一系列的制度机制,同时,需要全面提高党的建设科学化水平。
[Abstract]:The modernization of the national governance system is to realize the transformation of the legitimacy of the core position of the Party's leadership from the historical heritage to the actual achievements, and thus to be consolidated on the new basis.This includes the realization of the advanced nature and authenticity of the socialist democratic system through the modern state governance system, and the transformation of the institutional advantage into the management of the country, the development of economic and social efficiency, and the realization of the great rejuvenation of the Chinese nation by Chinese Dream.In line with this, the embodiment of the core position of the Party's leadership should change from the unitary leadership to the overall situation and coordinate the transformation of all parties.This transformation needs to deal with the relationship between the Party and the people's Congress, government, CPPCC and people's organizations, give full play to the role of the main bodies, and establish and improve a series of institutional mechanisms. At the same time, it is necessary to comprehensively improve the scientific level of party building.
