全面质量管理在服务型政府中应用的研究

【摘要】：随着社会和经济的高速发展,科技的日新月异,国际竞争日趋激烈,人民的生活水平随着物质条件的改善而趋于更高层次的要求。人们不再满足于物质上的温饱,转而追求精神层面的满足。中国的经济发展从改革开放初期的“计划经济”时代,逐步向“市场经济”转变,经济飞速增长的背后,带来的是新的挑战。信息的全球化,让服务型政府的建设成为政府前进道路上的指南针,社会的发展让民众对服务型政府的要求十分迫切。纵观西方社会发展的历史,在实行自由经济的同时注重政府职能的渗透,政府在此经历了一个公共服务职能不断扩大、强化、直至一跃成为政府的主要职能。我国在如今的发展道路中,已经成为了服务型政府,只是其中有些职能设施等还不是很完善。我们有必要,而且可以把全面质量管理应用在我国服务型政府当中。全面质量管理这一与服务型政府有着相一致内涵的管理理念,巧妙的运用于服务型政府当中,使得服务型政府在行政的过程当中有着更高的效率、职能设施更加完善。在满足人民需求的前提下,行使好社会管理的职能,把全面质量管理的理念,充分渗透至政府行政的各个角落,使政府在为人民服务当中有先进的理念和技术的支撑。本文首先从选题的背景以及研究的意义出发,参考国内外的文献综述,深入了解我国当前的国情、国策以及所面临的问题;其次在阐述质量管理等基础理论要点之后,从运用质量管理在服务型政府当中的必要性和可行性出发,系统的论证全面质量管理在我国的服务型政府当中是可行的、且是有必要的。同时结合国内外政府的改革措施,借鉴其实践道路上的经验和教训,对我国发展服务型政府奠定基础;最后阐述应用全面质量管理于我国服务型政府当中有哪些举措,从而使我国在服务型政府的发展道路当中走的更加稳健。
[Abstract]:With the rapid development of society and economy, the rapid development of science and technology, the international competition is becoming increasingly fierce, the people's standard of living with the improvement of material conditions tends to a higher level of requirements.People are no longer satisfied with material food and clothing, but instead pursue spiritual satisfaction.China's economic development has gradually changed from the "planned economy" era in the early stage of reform and opening to the "market economy". Behind the rapid economic growth, it has brought new challenges.With the globalization of information, the construction of service-oriented government becomes the compass of the government's progress, and the development of society makes the people's demand for service-oriented government very urgent.Throughout the history of the development of the western society, the government pays attention to the infiltration of the government function while carrying out the free economy. The government has experienced a continuous expansion and strengthening of the public service function, until it has become the main function of the government.China has become a service-oriented government in its development, but some of its functions and facilities are not perfect.We need and can apply TQM to our service-oriented government.TQM, which has the same connotation with service-oriented government, is skillfully applied in service-oriented government, which makes service-oriented government have higher efficiency and more perfect function and facilities in the process of administration.On the premise of satisfying the needs of the people, we should exercise the function of social management, fully infiltrate the concept of total quality management into every corner of government administration, and make the government have the support of advanced ideas and technologies in serving the people.Firstly, from the background of the topic and the significance of the research, referring to the literature review at home and abroad, this paper deeply understands the current situation, the national policy and the problems faced by our country; secondly, after expounding the basic theoretical points of quality management,Based on the necessity and feasibility of using quality management in service-oriented government, it is demonstrated systematically that TQM is feasible and necessary in China's service-oriented government.At the same time, combining the reform measures of the domestic and foreign governments, drawing on the experience and lessons from its practice, it lays a foundation for the development of service-oriented government in China. Finally, it expounds the measures of applying TQM to the service-oriented government in our country.In order to make our country in the service-oriented government's development road to walk more stable.
