我国生态环境领域的监督失灵及其对策

【摘要】：生态文明作为人类文明发展的新形态,我国党和政府一直不懈的探索着对其构建的道路,并在探索的过程中取得了许多成果。然而,对于生态文明的追求从来就不是易事,虽然成果喜人,可面临的问题也依然严峻。政府在生态环境领域中的失灵无疑就是引发问题的成因之一。基于此,党中央提出了用制度来保护环境的战略构想,通过制度的完善,特别是监督制度的完善,来加强对于政府的监管。然而,作为监督政府行为的监管者,我国的各个监督主体也同样存在着失灵的现象。因此,本文将监督客体聚焦为生态文明建设事业的监管者,由我国的各个监督主体入手,分析优势和不足,并结合近几年来我国在监督工作方面做出的具体实践,针对不足提出相应的对策。通过对于主体的完善,推动我国生态环境领域监督网络的构建以及监督合力的形成。通过严格严密的监督网络,构建天网恢恢,严惩政府在生态文明建设事业中的不作为以及乱作为现象。
[Abstract]:Ecological civilization as a new form of human civilization development, our party and government has been unremitting to explore the road to its construction, and in the process of exploration has made a lot of achievements.However, the pursuit of ecological civilization has never been easy.Government failure in the field of ecological environment is undoubtedly one of the causes of the problem.Based on this, the CPC Central Committee has put forward the strategic idea of protecting the environment by the system, and strengthened the supervision of the government through the perfection of the system, especially the perfection of the supervision system.However, as the supervisor to supervise the government's behavior, the main supervisory bodies in our country also have the phenomenon of failure.Therefore, this paper focuses on the supervision object as the supervisor of the construction of ecological civilization, starting with the various supervisory bodies of our country, analyzing the advantages and disadvantages, and combining with the concrete practice in the field of supervision in recent years.In view of the deficiency, the corresponding countermeasures are put forward.Through the improvement of the subject, the construction of supervision network and the formation of supervision force in the field of ecological environment in China are promoted.Through the strict and strict supervision network, the construction of the heaven network, severely punish the government in the construction of ecological civilization cause of inaction and misbehavior phenomenon.
