国家监察体制改革的史鉴与对策

【摘要】：借鉴监督体制改革的历史经验和教训,对提升国家监察体制改革有效性具有重要的价值。从历史角度分析可以看出,仅靠机构和人员增加的扩张式改革,没有运作机制的转变和制度有效性的释放,难以达到反腐败的目标。十八大后的监督体制改革在机构和编制上基本没有大动作,但在运作机制上改革力度很大,效果十分明显。未来国家监察体制改革要合理确定改革目标重点、增加预防腐败的职责、重视并用足监督措施、继续完善机构的内部改革、找到自我监督的平衡点、敦促并力推配套改革、把私营机构纳入监督范围。
[Abstract]:Drawing on the historical experience and lessons of supervisory system reform, it is of great value to improve the effectiveness of national supervisory system reform.From the historical point of view, it can be seen that it is difficult to achieve the goal of anti-corruption without the change of operation mechanism and the release of system effectiveness only depending on the expansion reform of institutions and personnel.The reform of supervision system after the 18th CPC National Congress basically has no great action in organization and establishment, but it has a great reform in operation mechanism, and the effect is very obvious.In the future, the reform of the state supervisory system should reasonably determine the reform objectives and focus, increase the duty of preventing corruption, attach importance to and make full use of supervisory measures, continue to improve the internal reform of the institutions, find a balance point for self-supervision, and urge and push forward the reform of matching facilities.Include the private sector in the scope of supervision.
