人工智能时代公民的数据意识及其意义

【摘要】：在人工智能时代,公民以数据化的方式生存。与政府和企业相比,公民在大数据的结构性发展中处于相对劣势的权利地位。这就需要公民通过增强数据意识来调和这种结构失衡。数据意识包括数据感、数据权利意识和数据使用意识等。通过数据使用,公民参与可以规避选举参与和协商参与中的问题。同时,大数据时代公民参与的新方向应该是,公民和公民社团联合起来,在数据使用的基础上,实现公民和政府、企业的双向"数据赋权",进而推动开放政府和开放企业的建设。
[Abstract]:In the age of artificial intelligence, citizens live in a data-based way. Compared with the government and enterprises, citizens are in a relatively inferior position in big data's structural development. This requires citizens to reconcile this structural imbalance by increasing their awareness of data. Data consciousness includes data sense, data right consciousness and data usage consciousness. Through the use of data, citizen participation can avoid the problem of election participation and negotiation participation. At the same time, the new direction of citizen participation in big data's time should be that citizens and civic associations unite to realize citizens and governments on the basis of the use of data. The bidirectional "data empowerment" of enterprises promotes the construction of open government and open enterprises.
