我国公共危机管理中政府与非政府组织的合作研究

【摘要】：近些年来,我国公共危机事件不断地发生,公共危机这概念遭到媒体与学者的热议,怎么控制公共危机的发生的高频率,怎么把危机事件得到有效的治理已经成为十分重要的政治诉求,因公共危机事件情形一般比较复杂,所以能不能有效的管理公共危机事件也成为衡量国家公共部门是不是合格的重要标准之一。因我国特殊的政治环境我国社会事务上政府一直站在主体位置,公共危机管理中政府也是整个危机处理中的决策者,调控者。但随着社会发展,公共危机事件日益复杂化,我国政府官僚化管理体制下有很多细节上对公共危机管理的力不从心,我们需要能够帮助政府完善公共危机管理体系的组织参与其中,非政府组织便是最合适的选择。非政府组织是指区别于企业和营利性组织的,无盈利,实现最大大众利益的草根组织。非政府组织整个组织活动不参与一切营利性活动。非政府组织比较与于政府有更大的灵活性,专业性,能够在公共危机事件的管理中发挥实质性的作用,成为政府部门的重要助手,如何在公共危机管理中使政府部门与非政府组织实现良好的合作,是本文的研究核心。
[Abstract]:In recent years, the public crisis in our country has occurred continuously. The concept of public crisis has been discussed by the media and scholars. How to control the high frequency of public crisis has been discussed. How to effectively govern crisis events has become a very important political appeal, because the situation of public crisis events is generally more complex. Therefore, the ability to manage public crisis effectively has become one of the important criteria to judge whether the national public sector is qualified or not. Because of the special political environment of our country, the government always stands in the main position in the social affairs of our country, and the government is also the decision-maker and the regulator in the whole crisis management in the public crisis management. However, with the development of society and the increasing complexity of public crisis events, there are many details of our government's bureaucratic management system that are unable to cope with the public crisis management. We need organizations that can help the government improve its public crisis management system, and NGOs are the most appropriate choice. Non-governmental organizations (NGOs) are grass roots organizations which are different from enterprises and profit-making organizations, which are non-profitable and realize the greatest public interest. NGOs as a whole do not participate in all profit-making activities. Compared with the government, NGOs have greater flexibility and professionalism, can play a substantial role in the management of public crisis events, and become important assistants to government departments. How to achieve good cooperation between government departments and NGOs in public crisis management is the core of this paper.
