环境邻避运动参与主体的诉求指向及思维向度

【摘要】：对参与主体诉求指向的精准定位,是针对性治理环境邻避运动的重要参考依据。参与主体的思维向度对其具有较强的解释力:经济理念与公平比较的思维塑造了参与主体的利益补偿诉求;风险认知的偏差与地方依附感使参与主体更加关注局部的安全保障;基于环境发展观与民众的权利意识催生出环境权利的诉求。相应而言,环境邻避运动的解决方案也应具有针对性:增加补偿力度与补偿的公平性;提高参与对象风险认知的科学性;提升参与对象的参与渠道和信息了解度。
[Abstract]:The precise orientation of the main demands of the participants is an important reference basis for the environmental avoidance campaign. The thinking orientation of the participants has a strong explanatory power: the thinking of comparing economic ideas with fairness shapes the interest compensation demands of the participants, the deviation of risk cognition and the sense of local attachment make the participants pay more attention to the local security; Based on the concept of environmental development and people's awareness of the right to the emergence of environmental rights. Accordingly, the solution of environmental avoidance should also be targeted: increase compensation and compensation fairness; improve the scientific risk awareness of the participants; enhance the participation of participants in channels and information understanding.
