服务型政府视角下县级政府职能转变研究

【摘要】：目前我国的行政区域主要划分为中央、省、地级市、县级市(区)、乡(镇)五级,其中县级政府担负着承上启下的枢纽作用,它不但肩负着党和国家重大方针决策的落实工作,还肩负着指挥和领导辖区内的政治稳定、经济发展和社会治理工作。县级政府在发挥职能的过程中,既然与中央、省、市(地级市)的职能保持一致,又要因地制宜,具有特殊性和灵活性。随着我国经济社会的不断发展,作为发展基石的县级城府的作用日益突出,尤其是在服务型政府的建设过程中,县级政府的职能由经济建设型向公共服务型转变,为我国服务型政府的职能转变提供了方向指引,使我国服务型政府建设落到实处。本文总共分为四个部分。第一部分是绪论,阐释了本文的选题背景及意义,并通过对国内外研究综述的梳理,明确了研究的基本思路和主要内容。第二部分是服务型政府建设与县级政府职能转变的理论分析,通过对服务型政府和县级政府职能转变的基本内涵及理论支撑进行阐释,寻找服务型政府建设与县级政府职能转变的关联性。第三部分是服务型政府建设对县级政府职能转变存在的问题,对县级政府职能转变的障碍及其表现进行分析,寻找产生障碍的原因,并对县级政府职能进行了原则定位。第四部分是服务型政府建设视角下县级政府职能转变的对策,从基本前提、制度保障、人才保障和品质保障四个方面对县级政府的职能转变路径进行了探讨。
[Abstract]:At present, the administrative regions of our country are mainly divided into five levels: central, provincial, prefectural, county-level cities (districts, townships and towns). Among them, the county-level government plays a pivotal role in connecting the above with the following. It not only shoulders the task of implementing the major policy decisions of the party and the state. Also responsible for command and leadership of political stability, economic development and social governance. In the process of exerting its functions, the county-level government, since it is consistent with the functions of the central, provincial and municipal (prefecture-level cities), should take measures according to local conditions and have particularity and flexibility. With the development of our country's economy and society, the function of county-level chengfu, as the cornerstone of development, is becoming more and more prominent, especially in the process of construction of service-oriented government, the function of county-level government changes from economic construction to public service. It provides the direction for the function transformation of the service-oriented government in our country and makes the construction of the service-oriented government come true. This paper is divided into four parts. The first part is the introduction, which explains the background and significance of the topic, and clarifies the basic ideas and main contents of the research by combing the domestic and foreign research summary. The second part is the theoretical analysis of the construction of service-oriented government and the transformation of the functions of county-level government, and explains the basic connotation and theoretical support of the transformation of service-oriented government and county-level government function. Looking for the relationship between the construction of service-oriented government and the transformation of county government functions. The third part is the problems of service-oriented government construction on the transformation of county government functions, the analysis of the barriers and performance of the county government function transformation, find out the reasons for the obstacles, and the county government functions of the principle positioning. The fourth part is the countermeasures of the transformation of county government functions from the perspective of service-oriented government construction, from the basic premise, system guarantee, talent security and quality assurance, the paper discusses the transformation path of county government function.
