列宁政府公共性思想及其对我国服务型政府建设的启示

【摘要】：列宁的政府公共性思想是马克思主义政府理论发展史上一次重要的理论飞跃和实践飞跃。列宁以马克思主义基本原理为指导在俄国开展社会主义革命和建设的过程中继承和发展了马克思恩格斯的政府公共性思想,形成了较为完善的政府公共性思想体系,在理论上是一次重大的飞跃。在实践中,列宁根据时代的需要坚持政府阶级性,在胜利捍卫社会主义新生政权的同时,充分利用条件发展和实现政府公共性,有力地推动了俄国社会主义各方面事业的发展,促进了社会公共利益的实现,在一定程度上保障了工人和农民的基本生活需求,改善了工人、农民等无产者的生活状况,实现了马克思主义政府公共性思想由理论到实践的一次重要飞跃。本文深入考察列宁政府公共性思想的理论渊源和客观依据,梳理出了列宁政府公共性思想的主要内容,客观地评价了列宁政府公共性思想的历史地位。本文还考察了中国共产党人在中国社会主义建设与改革的过程中对列宁政府公共性思想的坚持与发展,分析了列宁政府公共性思想对我国当今政府进一步建设的借鉴意义,即要深入推进服务型政府建设,真正落实政府服务职能。服务型政府是我国政治发展的重要目标,是政府体制改革的必然趋势。虽然我国服务型政府建设取得了不少重要成绩,但是距离党和人民群众的要求还有一段不小的距离,服务型政府建设工程有待进一步大力推进。列宁政府公共性思想为我国服务型政府建设提供了重要的启示。当然不可否认,由于历史条件的限制和人类社会对事物本质认识的曲折性,列宁实现政府公共性思想的某些观点和具体措施并不一定适合当前的需求,但列宁政府公共性思想中所揭示的政府公共性的发展规律、基本原理和实现政府公共性的基本原则、基本方法却并不过时,对我们当前的服务型政府建设不无裨益。因此,今天我们要辩证地借鉴列宁政府公共性思想,在坚持拷问其时代适应性和国情适应性的基础上坚定不移地学习列宁政府公共性思想的科学、合理的成分,这对推进中国服务型政府建设有着重要理论价值和实践意义。当前我国政府建设过程中,需要以公共利益为终极价值目标培育政府公共精神,增强政府服务意识；要坚持以公共服务为导向落实政府服务职能,改进政府公共服务体制,实现政府优质服务；要健全社会主义法治体系,加强政府执法能力,促进政府依法服务；要完善政府权力监督机制,确保政府廉洁服务；要厉行节约降低行政成本,要建立权力清单,优化行政审批制度,推动政府廉价、高效服务。
[Abstract]:Lenin's thought of government publicity is an important theoretical and practical leap in the history of Marxist government theory. Under the guidance of the basic principles of Marxism, Lenin inherited and developed Marx and Engels' thought of government publicity in the course of carrying out the socialist revolution and construction in Russia, and formed a relatively perfect thought system of government publicity. In theory is a major leap forward. In practice, Lenin adhered to the class nature of the government according to the needs of the times, while victoriously defending the new socialist regime, fully utilized the conditions to develop and realize the publicity of the government, and promoted the development of all aspects of Russian socialism. It has promoted the realization of social public interests, guaranteed the basic living needs of workers and peasants to a certain extent, and improved the living conditions of proletarians such as workers and peasants. Realized the Marxism government public thought from the theory to the practice an important leap. This paper makes a thorough investigation of the theoretical origin and objective basis of Lenin's government publicity thought, combs out the main contents of Lenin's government publicity thought, and objectively evaluates the historical position of Lenin's government publicity thought. This paper also examines the adherence and development of the Chinese Communists to Lenin's government publicity in the process of socialist construction and reform in China, and analyzes the significance of Lenin's government publicity to the further construction of China's current government. That is, to promote the construction of service-oriented government, the real implementation of government service functions. Service-oriented government is the important target of our country's political development and the inevitable trend of government system reform. Although the construction of service-oriented government in China has made a lot of important achievements, there is still a long way to go from the requirements of the Party and the people, and the construction project of service-oriented government needs to be further promoted. Lenin's public thought of government provides important enlightenment for the construction of service-oriented government in China. Of course, it is undeniable that because of the limitations of historical conditions and the tortuous nature of human society's understanding of the nature of things, some of Lenin's views and concrete measures for realizing the public nature of the government are not necessarily suitable for the current needs. But the law of development, the basic principle and the basic principle of realizing the publicity of government revealed in Lenin's thought of government publicity are not out of date, which is beneficial to the construction of service-oriented government at present. Therefore, today we must dialectically learn from Lenin's public thought of government, and firmly study the scientific and reasonable elements of Lenin's public thinking of government on the basis of insisting on the adaptability of the times and the adaptability of the national conditions. This has important theoretical value and practical significance to promote the construction of service-oriented government in China. In the process of government construction in our country, it is necessary to cultivate the public spirit of government with public interest as the ultimate value goal, to strengthen the consciousness of government service, to adhere to the guidance of public service to carry out the function of government service, and to improve the system of government public service. It is necessary to improve the socialist legal system, strengthen the ability of the government to enforce the law, and promote the government to serve according to law; it is necessary to improve the mechanism of government power supervision to ensure the clean service of the government; and to strictly economize and reduce the administrative costs, It is necessary to establish lists of powers, optimize the administrative examination and approval system, and promote cheap and efficient government services.
