政府购买公共服务体系构建与深化事业单位改革

【摘要】：科、教、文、卫等公共服务体系是社会经济发展的基础和保障。以往通过政府直接设立事业单位的方式来保障供给,形式单一且效率较低。政府购买公共服务为公共服务供给提供了新的方式,是中国公共服务体系变革的方向。政府购买公共服务体系构建与深化事业单位改革是相互影响、相互促进的过程。政府购买公共服务体系的构建能够倒逼事业单位改革的推进。深化事业单位改革,加快构建同事业单位改革新阶段相适应的政府购买公共服务体系,为社会公众提供高质量的公共服务已成为越来越迫切的任务。本文研究了政府购买公共服务体系中各个参与主体的资格、职责、与其他参与主体的关系、如何培育合格的参与主体以及政府购买公共服务体系的构建对深化事业单位改革的促进作用,并提出政府购买公共服务体系的改革路径。
[Abstract]:The public service system is the basis and guarantee of the social and economic development. In the past, the form of the government directly set up institutions to guarantee the supply is single and inefficient. The government purchase public service provides a new way to the public service supply. It is the direction of the reform of the Chinese public service system. The government buys the public. The construction of the service system and the deepening of the reform of the institutions are mutual influence and mutual promotion. The construction of the government purchase public service system can push forward the reform of the public institutions, deepen the reform of the institutions and accelerate the construction of the public service system for the government to buy and buy the new stage of the reform of the same institution, and provide the high quality for the public. The quantity of public service has become a more and more urgent task. This paper studies the qualifications, responsibilities, relations with other participants, how to cultivate qualified participants and the construction of the government purchase public service system for the promotion of the reform of public institutions.
