我国公共服务外包中的政府角色研究

【摘要】：公共服务外包是20世纪70年代末以来西方国家政府行政改革的核心主题,也是我国构建服务型政府的重要取向。其基本思路是将市场竞争机制引入到公共服务供给领域中,实行公共服务的市场化运作,将公共服务的供给和生产分开,政府将部分公共服务职能转移给私人企业和社会组织,形成政府、市场、社会共同合作供给公共服务的局面。面对这一系列的新变化,政府要重新审视其在公共服务外包过程中所承担的角色,这对于推动我国公共服务外包改革具有重要意义。本文从公共服务外包的内涵、本质、理论基础出发,分析了现阶段我国政府在公共服务外包中应该承担改革规划者、制度建构者、“精明”的购买者、市场培育者、监督评估者、财政支持者这六种角色。从政府角色定位出发,通过对我国公共服务外包现状进行系统综合的梳理,指出了我国目前公共服务外包过程中存在的政府角色扮演混乱、政府角色缺失等问题,并揭示了问题的原因。最后,为保证我国公共服务外包中政府角色适时适当的实现,提供了一些有益的建议和对策,为探索以市场化为导向的公共服务改革提供一些启示。
[Abstract]:Public service outsourcing is the core theme of western governments' administrative reform since the end of 1970s. It is also an important orientation of constructing service-oriented government in China. The basic idea is to introduce the market competition mechanism into the field of public service supply, to carry out the market-oriented operation of public service, to separate the supply and production of public service, and to transfer some public service functions to private enterprises and social organizations. Form the situation that government, market, society cooperate together to supply public service. In the face of this series of new changes, the government should re-examine its role in the process of public service outsourcing, which is of great significance to promote the reform of public service outsourcing in China. Based on the connotation, essence and theoretical basis of public service outsourcing, this paper analyzes that our government should undertake reform planners, system builders, "shrewd" purchasers, market growers in public service outsourcing at the present stage. There are six roles to monitor and evaluate, financial backers. Starting from the position of government role, this paper systematically combs the status quo of public service outsourcing in our country, and points out the problems of government role playing confusion and government role deficiency in the process of public service outsourcing in our country. The causes of the problem are revealed. Finally, in order to ensure the proper and timely realization of the role of the government in the outsourcing of public services in China, it provides some useful suggestions and countermeasures, and provides some enlightenment for the exploration of market-oriented public service reform.
