非政府组织参与农村贫困治理问题研究

【摘要】：在国家的发展过程中,贫困问题历来存在,不容忽视。从原来全面建设小康社会到现在的全面建成小康社会,贫困始终是关注的焦点,农村贫困是重中之重。建国以来,农村贫困问题尤为突出,严重制约了我国经济社会更好更快地发展。妥善解决好农村贫困问题,不仅能解决贫困人群的温饱,避免骚乱,维持稳定,还有利于国家大政方针的推行、实施。我国历届政府一直重视农村贫困治理,自专门的国家扶贫机构——国家扶贫办成立以来,经过三十多年的努力,政府主导的农村贫困治理取得了非凡的成就,但随着农村贫困问题纵深方向的发展以及经济社会环境的变化,以往的政府主导的机制不适应现阶段发展的需要。针对农村扶贫形势的变化,我国政府适时发布《中国农村扶贫开发纲要(2011——2010年)》,明确指出:“加强规划引导,鼓励社会组织通过各种方式参与扶贫开发。”非政府组织参与农村贫困治理正好能弥补政府主导扶贫模式的缺陷,政府和非政府组织优势互补,谱写我国农村贫困治理的新篇章。文章以此为基础,在厘清非政府组织、贫困治理相关概念基础上,以治理理论、优势互补理论为指导,分析非政府组织参与农村贫困治理历程、现状,并在现状分析的基础上,深挖现阶段非政府组织农村贫困治理存在的问题,接着,从国家层面、非政府组织层面、贫困地区层面分析制约非政府组织农村贫困治理的因素,最后,有针对性从国家、非政府组织、贫困地区三个层面提出相关发展对策,促进非政府组织更好地参与农村贫困治理。
[Abstract]:In the process of national development, poverty has always existed and can not be ignored. From building a well-off society to building a well-off society in an all-round way, poverty is always the focus of attention, and rural poverty is the most important. Since the founding of the people's Republic of China, the problem of rural poverty has become particularly prominent, which has seriously restricted the better and faster development of our country's economy and society. Properly solving the problem of rural poverty can not only solve the problem of food and clothing for the poor people, avoid disturbances and maintain stability, but also be conducive to the implementation of national policies and policies. Successive governments in our country have always attached importance to rural poverty management. Since the establishment of the special national poverty alleviation agency, the State Office for Poverty Alleviation, after more than 30 years of efforts, the government-led rural poverty management has made remarkable achievements. However, with the development of rural poverty and the change of economic and social environment, the previous government-led mechanism can not meet the needs of the current development. In view of the changes in the situation of poverty alleviation in rural areas, the Chinese government duly issued the outline of Poverty Alleviation and Development in China's Rural areas from 2011 to 2010, clearly pointing out: "strengthen planning and guidance, encourage social organizations to participate in poverty alleviation and development by various means." The participation of non-governmental organizations in rural poverty management can make up for the shortcomings of the government-led poverty alleviation model. The government and non-governmental organizations complement each other and write a new chapter of rural poverty governance in China. On the basis of this, on the basis of clarifying the relevant concepts of non-governmental organizations and poverty management, under the guidance of governance theory and complementary advantage theory, this paper analyzes the process and current situation of non-governmental organizations' participation in rural poverty management, and on the basis of current situation analysis. The problems existing in the governance of rural poverty of non-governmental organizations at this stage are deeply explored. Then, the factors restricting the governance of rural poverty of non-governmental organizations are analyzed at the national level, the level of non-governmental organizations and the level of poverty areas. Non-governmental organizations, poverty areas, three levels of development countermeasures to promote better participation of non-governmental organizations in rural poverty management.
