【摘要】：城中村是我国城市化过程中所出现的一种特殊的社会现象，相比于世界其它国家和地区的城市化发展，它是一种具有中国特色的城市化发展的产物。随着当前我国城市化进程的不断加快,城中村所带来的各种社会问题也日趋严峻,在我国全方位快速发展的今天，城中村改造已经成为一项刻不容缓、急需解决的社会难题，全面地将城中村进行改造的使命已如箭在弦上。然而，在此过程中，由于各方的利益难以做到均衡与协调，这就使得城中村改造遇到了许多困难和问题，而在这一过程中政府如何发挥自身应有的作用与其角色定位的关系极为密切。目前，我国除了极小部分的城市以外，大多数城市中的“城中村”现象均以不同程度存在着，并且都共同面对改造方面的各类难题。现阶段，“城中村”改造过程中潜在的各类问题，已然作为各级政府部门、相关管理机构、村民们以及几乎所有学术界学者共同关注和着力研究的热点话题。“城中村”是在我国特有的二元结构制度下农村向城市过渡的产物，它已深深地影响到城市整体功能的发挥。因此，为了更好的处理好城中村改造中所出现的各种问题和矛盾，就需要对政府自身的角色进行合理地界定和深入地研究。本文首先阐述了与城中村改造相关的概念和理论基础，并对改造中政府角色进行了职能界定和相关理论描述。在此基础上，从诸多方面对我国的城中村现象进行了剖析，包括：我国城中村形成与发展的动因及城中村改造过程中出现的问题阐述、我国城中村改造中政府角色定位的失误与偏差研究等等。宏观问题的解析旨在说明，解决城中村问题，尤其是对此过程中政府角色的定位与行为的纠正，对于建设和谐社会、加快我国城市化发展进程都是大势所趋。本文结合了理论知识与实践经验，借近年来山西省省会太原市“城中村”改造所得成效，研究了太原市在对“城中村”改造过程中存在的难题，，以及提出的解决方案，主要对太原市各级政府部门的职能作用展开详细的论述，重点包括政府行为的越位、错位和缺位。并在此基础之上，提出了如何纠正太原市政府在城中村改造过程中的角色定位以及解决城中村改造问题的合理、可行的具体对策和建议，并提出了防止新的城中村出现的一些措施，最后得出了结论。希望通过本文的研究，以此为加快我国的城市化发展的步伐、提高我国的城中村建设水平提供微薄之力，从而有效地解决好“城中村”这个中国特有的城市化发展差异问题，进而为太原市的城市化建设，以及“十二五”规划收官之年奠定了坚实基础，并为“城中村”改造项目中政府角色的研究提供了切实可行的决策和依据。
[Abstract]:The village in city is a special social phenomenon in the process of urbanization in China. Compared with the urbanization development of other countries and regions in the world, it is the product of urbanization with Chinese characteristics. With the rapid development of urbanization in our country, the social problems brought by the villages in cities are becoming more and more serious. With the rapid development of our country, the transformation of villages in cities has become an urgent and urgent social problem. The mission of comprehensively transforming the villages in the city is already in the works. However, in this process, because the interests of all parties are difficult to achieve balance and coordination, this makes the transformation of villages in the city encountered many difficulties and problems. In this process, how the government plays its due role is closely related to its role orientation. At present, except for a very small number of cities in China, the phenomenon of "village in city" exists in different degrees in most cities, and they all face all kinds of difficulties in reforming. At present, all kinds of potential problems in the process of "village in the city" transformation have become a hot topic for government departments at all levels, relevant management agencies, villagers and almost all academic scholars to pay attention to and focus on research. "Village in City" is the product of the transition from countryside to city under the unique dual structure system of our country, which has deeply affected the exertion of the whole function of the city. Therefore, in order to better deal with the problems and contradictions in the reconstruction of villages in the city, it is necessary to define and study the role of the government itself reasonably. Firstly, this paper expounds the concept and theoretical basis of the transformation of the village in the city, and defines the role of the government in the transformation and describes the relevant theory. On this basis, this paper analyzes the phenomenon of village in city in China from many aspects, including: the cause of formation and development of village in city in China and the problems in the process of transformation of village in city. Research on the errors and deviations of the government's role orientation in the transformation of villages in cities in China. The analysis of macroscopical problems aims to show that solving the problems of villages in cities, especially the orientation of government role and the correction of behavior in the process, is the general trend for building a harmonious society and speeding up the development of urbanization in China. Based on the theoretical knowledge and practical experience, this paper studies the problems existing in the process of the transformation of the "village in the city" in Taiyuan, the capital city of Shanxi Province, and puts forward the solutions to the problems, taking advantage of the achievements of the transformation of the "village in the city" in recent years. This paper mainly discusses the function of government departments at all levels in Taiyuan, including offside, dislocation and absence of government behavior. On the basis of this, the author puts forward some reasonable and feasible countermeasures and suggestions on how to correct the role of Taiyuan Municipal Government in the process of urban village reconstruction and how to solve the problem of urban village reconstruction. Some measures to prevent the emergence of new villages in the city are put forward, and finally the conclusion is drawn. Through the research of this paper, I hope to speed up the pace of urbanization development in China, improve the level of urban village construction to provide a modest force, so as to effectively solve the "village in the city", a unique urbanization development differences in China. It lays a solid foundation for the urbanization construction of Taiyuan and the closing year of the 12th Five-Year Plan, and provides a feasible decision and basis for the study of the role of the government in the "village in the city" reform project.
