大数据时代政府微博舆论管控研究

【摘要】：本文研究的课题是大数据时代政府微博舆论管控研究。在大数据时代,我国政府微博舆论管控上仍存在诸多问题,如政务微博的公信力低,舆论引导力差；政府微博舆论管控发力；依靠大数据进行微博舆论管控的技术与人才仍为普及等问题。基于政府微博舆论管控存在的问题,本文结合大数据时代的技术优势,分别制定出了政府微博舆论事前、事中及事后管控系统,同时依据每个管控系统的特征,制定出了政府的管控对策。具体来说,本文首先设计出一套基于大数据技术的政府微博舆论管控系统,该系统作用原理是：利用大数据技术的数据存储、数据挖掘、数据分析及自动生成舆情统计报告,对国内微博舆情进行事前、事中和事后管控。在政府微博舆论管控对策上,本文依据微博舆论管控的特征,分别制定出了事前、事中与事后对策：事前管控对策上,本文认为应以管控系统为基础,设定省市县三级管控平台,并在微博舆情发生之前,提前制定好舆情预警方案和舆情应急方案。事中管控对策上,本文按照微博舆情发布、监测与引导的逻辑顺序,分别从微博舆情发布、微博舆情监测与微博舆论引导三个角度出发,提出了相应的解决对策。事后管控对策上,本文重点提出了应对微博舆论谣言制造者及散布者还有在政府微博管控中失职的部分政府官员,依法给予处罚。此外,随着网络的发展,微博舆情将更为复杂,监管难度更难。为更好地管控微博舆论,本文认为应加强各省市县三级地区网监人员的微博舆情培训。通过系统培训,全面提高政府的微博舆论管控能力。
[Abstract]:The subject of this paper is the research of government Weibo public opinion control in big data era. In the era of big data, there are still many problems in our government Weibo public opinion control, such as the low credibility of government Weibo, the poor power of public opinion guidance, the power of government Weibo public opinion control. Rely on big data for Weibo public opinion control technology and talent is still popular and other issues. Based on the problems existing in the government Weibo public opinion control, this paper combines the technical advantages of the big data era and separately formulates the government Weibo public opinion control system before, during and after, at the same time, according to the characteristics of each control system, The government's control measures have been worked out. Specifically, this paper first designs a government Weibo public opinion control system based on big data technology. The principle of the system is: using big data technology data storage, data mining, data analysis and automatic generation of public opinion statistical report. According to the logical order of Weibo public opinion issue, monitoring and guidance, this paper puts forward corresponding solutions from three angles of Weibo public opinion release, Weibo public opinion monitoring and Weibo public opinion guidance. On the countermeasures of post-control, this paper puts forward some government officials who should be punished according to law to deal with the Weibo public opinion rumour makers and diffuser and some government officials who have failed in the government Weibo control. In addition, with the development of the network, Weibo public opinion will be more complex, more difficult to regulate. In order to better control the public opinion of Weibo, this paper argues that the training of Weibo public opinion should be strengthened for the network supervisors of the three levels of provinces, cities and counties. Through systematic training, improve the government's Weibo public opinion control ability.
