新一轮政府机构改革的目标指向

【摘要】：正改革开放至今,我国每隔五年进行一次的政府机构改革已成为惯例。政府机构改革的价值基点,在于通过行政职能、行政权力和行政责任的结构性配置使三者达到均衡合理的状态,因此改革的表现形式主要为转变政府职能、优化权力结构、理顺职责关系等。在改革环境和改革需求发生新变化的时代背景下,新一轮政府机构改革的目标指向必须进一步明确,应考虑如何使改革体现出更加明显的时代特征与中国特色。
[Abstract]:Since the reform and opening up to date, our country every five years to carry out the reform of government institutions has become the usual practice. The value base of the reform of government institutions lies in the balanced and reasonable state through the structural allocation of administrative functions, administrative powers and administrative responsibilities. Therefore, the main manifestation of the reform is to change government functions and optimize the power structure. Straighten out responsibilities, etc. Under the background of the new change of the reform environment and the reform demand, the aim of the new round of government organization reform must be further clarified, and how to make the reform reflect more obvious characteristics of the times and Chinese characteristics should be considered.
