我国回应型政府建设下的基层人事行政管理研究

【摘要】:当前,我国政府体制的改革正处在从动员型政府向回应型政府发展的过程,地方政府的社会治理方式亦在经历由管制型向服务型和协商型过渡的历史嬗变。回应型政府以公众社会诉求与政府治理的互动为特征,这一互动有效性的取得在要求政府处理好自身与外部社会公众间关系的同时,也在客观上对改进政府内部的人事行政管理制度提出了要求。传统政府人事行政以“事”为中心的压力型监管模式已经难以适应新情境下回应型政府构建的需要,基层行政人员面临的工作理念、工作方式和工作强度上新的挑战对基层人事行政管理模式的变革提出了客观要求。有鉴于此,笔者选取回应型政府建设下的基层人事行政管理为研究对象,旨在从我国回应型政府建设的时代特征与需要出发,为我国基层人事行政管理模式的创新与完善提供新的路径选择,并进而为我国地方政府治理水平和国家治理能力的提升提供新的思路。从分析框架上看,本文是从政府回应工作的目标、方式、强度对基层行政人员公共服务精神、工作能力与积极性等方面形成的挑战出发,以组织效率和个体发展为两个基本的价值维度,分析了回应型政府情境中基层人事行政管理的价值取向要求和机制构建方向。在价值取向上,笔者主张在基层人事行政管理过程中树立人本价值导向的基层干部培育理念,在机制上针对目前我国基层人事行政管理模式的现实问题与应然形态,相应地从全面认知和综合能力为内容的培训机制、基于价值诉求满足与引导的激励机制、“以奖为主、以惩为辅”的引导式绩效考评机制、法治框架下“培育”与“监管”的结合等四个层面,探讨了我国基层人事行政管理由“压力型监管模式”转向“发展型培育模式”的可行性路径,对我国回应型政府建设背景下的基层人事行政管理模式转型提出了对策与建议。
[Abstract]:At present, the reform of government system in our country is in the process of developing from mobilization government to responsive government, and the social governance mode of local government is also undergoing the historical evolution from the control type to the service type and the consultation type. The responsive government is characterized by the interaction between the social demands of the public and the governance of the government, which requires the government to handle the relationship between itself and the public at the same time. It also puts forward the request to improve the personnel administration system inside the government objectively. The traditional government personnel administration with "matter" as the center of the pressure-type supervision mode has been unable to adapt to the needs of the responsive government construction under the new situation, and the working concept faced by the grass-roots administrative staff. The new challenges in work style and work intensity put forward objective requirements for the reform of the basic level personnel administration mode. In view of this, the author chooses the grass-roots personnel administration under the construction of the responsive government as the research object, aiming at starting from the characteristics and needs of the era of the construction of the responsive government in our country. It provides a new path choice for the innovation and perfection of our country's grass-roots personnel administration mode, and then provides a new way of thinking for the improvement of the local government's governance level and the national governance ability. From the point of view of the analysis framework, this paper is a challenge to the public service spirit, working ability and enthusiasm of the basic administrative staff, such as the goal, the way and the intensity of the government's response to the work. Taking organizational efficiency and individual development as two basic value dimensions, this paper analyzes the requirements of value orientation and the direction of mechanism construction of personnel administration at the grass-roots level in the context of responsive government. In terms of value orientation, the author advocates to establish the concept of cultivating grass-roots cadres based on human value in the process of personnel administration at the grass-roots level, and to aim at the practical problems and the necessary forms of the current mode of personnel administration at the grass-roots level in our country in terms of mechanism. Accordingly, from the training mechanism of comprehensive cognition and comprehensive ability, the incentive mechanism based on the satisfaction and guidance of value demand, the guiding performance appraisal mechanism of "reward as the main, punishment as the auxiliary", The combination of "cultivation" and "supervision" under the framework of the rule of law, discusses the feasible path from "pressure-type supervision mode" to "development-type cultivation mode" for personnel administration at the grass-roots level in China. This paper puts forward some countermeasures and suggestions for the transformation of the basic level personnel administration mode under the background of the responsive government construction in our country.
