扬州年鉴在政府信息公开中的应用研究

【摘要】：社会的发展带来社会公众对获取和利用公共信息的渴望。对于掌握海量信息资源的政府来说,积极地为社会公众提供获取信息的服务是构建服务型政府的必然之选。地方综合年鉴因辑录政府信息的全面性和权威性,其信息价值日益为全社会所重视。加强扬州年鉴在政府信息公开下的有效应用的研究,无论是对年鉴本身的发展还是建设服务型政府都有十分重要的现实意义。本文通过文献研究法、对比分析法等方法,分析了扬州年鉴在政府信息公开背景下的应用现状。肯定了在政府信息公开下扬州年鉴应用所取得的成绩,这些成绩主要表现在：充实了政务信息、丰富了政府信息表现的形式、扩大了政府信息的发布渠道以及发挥了资政助民益商的功能。在肯定成绩的同时,也实事求是地指出了扬州年鉴在应用中所存在的不足,具体表现在：信息实用性不强、数字化成效不明显、年鉴发行渠道狭窄、年鉴信息资源的使用者范围小以及年鉴作为政府信息公开的途径认同度不高等等。造成扬州年鉴应用中存在不足的原因主要是：年鉴从业人员整体素质有待提高、承办单位工作思路有待拓宽、地方政府对年鉴的认识有待深化以及社会公众读鉴用鉴的意识有待培育等。针对上述存在的不足和原因,本文提出了提升年鉴在政府信息公开中应用有效性的对策：首先,要不断提高年鉴的信息质量。针对政府信息公开的要求,有效收储信息。其次,要通过与政府信息公开网站、国家档案馆、图书馆等现有法定公开途径的有机结合,主动融入政府信息主动公开现有体系。最后,要不断发挥自身优势,拓展政府信息传播渠道。在加快年鉴应用软件开发、提供免费下载支持和开展年鉴进学校、进社区、进窗口行业等活动上下功夫,在本地区形成读鉴用鉴的良好氛围。让扬州年鉴更好地为政府信息公开提供平台,更好地为构建服务型政府服务,为全面建成小康社会服务。
[Abstract]:The development of society brings the desire of the public to obtain and utilize public information. For the government that holds the massive information resources, it is the inevitable choice to construct the service-oriented government to actively provide the public with the service to obtain the information. Because of the comprehensiveness and authoritativeness of the local comprehensive yearbook, its information value is paid more and more attention by the whole society. It is of great practical significance to strengthen the research on the effective application of Yangzhou Yearbook under the government information disclosure, whether it is the development of the yearbook itself or the construction of a service-oriented government. This paper analyzes the application of Yangzhou Yearbook in the background of government information disclosure by the methods of literature research and comparative analysis. Affirming the achievements achieved in the application of Yangzhou Yearbook under the publicity of government information. These achievements are mainly manifested in: enriching government information and enriching the form of government information expression. Expand the distribution channels of government information and give play to the role of senior officials to help people benefit business. At the same time, it points out the deficiency in the application of Yangzhou Yearbook, which is shown in the following aspects: the information practicability is not strong, the digitization effect is not obvious, the distribution channel of the yearbook is narrow, The scope of users of yearbook information resources is small and the recognition degree of yearbook as a way of government information disclosure is not high. The main reasons for the deficiency in the application of Yangzhou Yearbook are: the overall quality of the yearbook practitioners needs to be improved, and the working ideas of the undertaking units need to be broadened. The local governments need to deepen their understanding of the yearbook and the public awareness of reading and using the almanac needs to be cultivated. In view of the shortcomings and reasons mentioned above, this paper puts forward some countermeasures to improve the effectiveness of the application of yearbooks in the publicity of government information: firstly, we should constantly improve the quality of the information of the yearbooks. To the requirements of government information disclosure, the effective collection of information. Secondly, through the organic combination with the government information open website, the national archives, the library and so on, the government information should be actively integrated into the existing system of government information disclosure. Finally, it is necessary to develop its own advantages and expand the channels of government information dissemination. In accelerating the yearbook application software development, providing free download support and carry out yearbook into the school, into the community, into the window industry and other activities, in order to form a good atmosphere in this area. Yangzhou Yearbook can provide a better platform for government information disclosure, better service for the construction of service-oriented government, and service for building a well-off society in an all-round way.
