公共产品供给质量研究:一个案例分析

【摘要】：普遍认为,政府提供公共产品的动机是为了解决市场失灵问题,由于公共产品需求往往被隐瞒,因此公共产品供给通常是短缺的,但实际上,公共产品不仅存在数量上的短缺,还存在质量上不能满足公共产品需求的问题,这又特别表现在公共产品的过度供给,而这种形式的"政府失灵"往往被理论研究所忽视。对A省六家省级经济开发区进行嵌入式多案例分析,结论表明:政府难以通过提供公共服务"生成"产业集群,推动既有产业集群发展的公共产品质量也难以满足需求。超额供给的公共产品背离了其设计初衷,其实质是将"政企博弈"转化为"政政博弈",多个政府部门共同完成对社会租金的分割。为此,提出提高公共产品供给质量,推动服务型政府向现代国家治理体系转型的政策。本文的创新之处在于将研究视角投向公共产品的超额供给,采用参与式观察的方法重点调查了开发区的产业集群,利用"分析性归纳"的技术优势构建理论并研究问题,提出政府职能转型的目标不应局限在服务型政府,而是应向现代国家治理体系进行升级。
[Abstract]:It is generally believed that the motivation of the government to provide public goods is to solve the problem of market failure. Because the demand for public goods is often concealed, the supply of public goods is usually short, but in fact, there is not only a shortage in quantity of public goods, There is also the problem that the quality can not meet the demand of public goods, which is especially manifested in the over-supply of public goods, and this form of "government failure" is often ignored by theoretical research. The embedded multi-case analysis of six provincial economic development zones in province A shows that it is difficult for the government to "generate" industrial clusters by providing public services, and the quality of public products that promote the development of existing industrial clusters is also difficult to meet the demand. The excess supply of public goods deviates from its original intention of design, and its essence is to transform "government and enterprise game" into "political and political game", and many government departments jointly complete the division of social rent. Therefore, the policy of improving the supply quality of public goods and promoting the transformation of service-oriented government to modern national governance system is put forward. The innovation of this paper lies in putting the research perspective to the excess supply of public goods, using the participatory observation method to investigate the industrial cluster of the development zone, and using the technology advantage of "analytical induction" to construct the theory and study the problems. The goal of government function transformation should not be limited to service government, but should be upgraded to modern national governance system.
