服务型政府视角下乐山市电子政务建设研究

【摘要】：21世纪,人类进入信息时代,互联网技术的广泛应用已经普及到社会的各个角落,并使人们的工作与生活发生了巨大的改变。电子政务建设现已成为提升一个地区或国家综合竞争力的核心因素。目前,全世界大部分国家已着手推进电子政务。1999年国务院实施“政府上网工程”被普遍认为是我国电子政务的起始点。近年来,电子政务对于构建服务型政府的作用和意义,虽然有许多机构、企业、专家进行了相应的研究,然而大多是针对一线城市,或停留在理论层面上。对于地方性服务型政府中,如何高效的推进电子政务建设研究较少,而这正是本论文所要解决的根本问题:研究服务型政府视角下电子政务的建设,以及发现和解决建设过程中存在的问题,对于推进地方性电子政务的建设具有一定的现实意义。本文采用文献研究法、定性和定量分析法、案例分析法,通过对电子政务与服务型政府的分析研究,借鉴国外的先进经验和方法。以乐山市案例为切入点,结合部分地方性政府的做法,找出地方性服务型政府在电子政务建设中存在的普遍问题,提出合理化的建议、对策,为地、市、县政府的电子政务建设工作,提出相应的框架和体系。尤其是对西部地区服务型政府的电子政务建设献计献策,促进在服务型政府中电子政务建设的全面发展。
[Abstract]:In the 21st century, mankind has entered the information age, the extensive application of Internet technology has been popularized to every corner of the society, and people's work and life have undergone tremendous changes. E-government construction has become a core factor to enhance the comprehensive competitiveness of a region or a country. At present, most countries in the world have begun to promote e-government. In 1999, the implementation of the "Government Internet Project" by the State Council was generally regarded as the starting point of e-government in China. In recent years, the role and significance of E-government in building service-oriented government, although there are many institutions, enterprises, experts have carried out the corresponding research, but most of them are aimed at the first-tier cities, or stay on the theoretical level. For the local service-oriented government, how to effectively promote the construction of e-government is less, and this is the basic problem to be solved in this paper: to study the construction of e-government from the perspective of service-oriented government. Finding and solving the problems in the process of construction is of practical significance to promote the construction of local e-government. This paper uses literature research, qualitative and quantitative analysis, case analysis, through the analysis of e-government and service-oriented government, learn from the advanced experience and methods of foreign countries. Taking the case of Leshan City as the starting point and combining with the practice of some local governments, this paper finds out the common problems existing in the construction of e-government by local service-oriented governments, and puts forward some rational suggestions, countermeasures, local governments and cities. The county government's e-government construction work, proposed the corresponding frame and the system. In particular, suggestions should be made on the construction of e-government in the western region to promote the overall development of e-government construction in the service-oriented government.
