丹江口水库河南库区移民对安置区原居民的影响研究

【摘要】：南水北调是目前世界上最大的跨流域生态调水工程,旨在缓解中国北方的水资源短缺。依据国务院南水北调办公室的要求,丹江口库区移民需在2013年完成移民安置任务,2014年汛后通水。如今,南水北调工程的移民搬迁安置工作已经全面结束,并于2014年12月底进行通水,实现真正的“南水北调”这一伟大的水利工程。水库库区的移民为南水北调工程的建设做出了巨大的贡献,移民安置区的原居民也为移民的安置做出了贡献。安置区原居民拿出了自己的土地,虽然获得了一定的货币补偿,但失去了赖以生存的生产资料。其次,在市场资源、公共设施资源、心理方面也会受到不同程度的影响,这些影响一些原因是政策方面造成的,一些方面也与移民的融入有关。目前学术界以及政府主要关心和研究的对象都是为了水库的建设而流离失所的移民,对做出了贡献的原居民的研究少之又少,这样做不利于原居民与移民的社会整合,会造成原居民心理的不平衡感。因此,本文以南水北调工程丹江口水库移民安置区原居民作为研究对象,首先在研究相关文献以及原居民自身特点的基础上构建了研究的指标体系,并设计了原居民影响研究的调查问卷,获得了移民安置区内的原居民在移民安置前后的生产生活情况、经济发展情况、心理影响情况的第一手资料；其次,以原居民的生产条件评价、生活条件评价、经济发展水平评价和心理影响评价以及总体影响评价为模型的潜变量,在分析各影响因素与总体影响评价之间的因果关系的基础上构建了水库移民安置区原居民影响研究的结构方程理论模型并做出研究假设。第三,本文以南水北调工程丹江口水库河南库区移民安置区的原居民为实例,从描述性统计分析、量表的信度与效度等方面对评价体系中的样本数据进行分析,对模型进行修正优化,验证计算结果的合理性,最终得出了各潜变量与观测变量之间的关系以及各潜变量之间的关系,从而得出原居民所受到的各方面有利和不利的影响。通过本文的研究,希望为原居民的影响方面提供一个较为完善的评价体系和方法,从而对移民安置过程中对原居民产生的不利影响进行规避和预防,促进移民安置区的和谐长久发展。
[Abstract]:The South-to-North Water transfer Project is the largest ecological water transfer project in the world, which aims to alleviate the shortage of water resources in northern China. According to the request of the State Council's South-to-North Water diversion Office, the Danjiangkou reservoir area is required to complete the resettlement task in 2013 and water supply after the 2014 flood. Now, the relocation and resettlement of the South-to-North Water transfer Project has been completed, and the water diversion project will be completed by the end of December 2014 to realize the real "South-to-North Water transfer" project. The resettlement of reservoir area has made great contribution to the construction of South-to-North Water transfer Project, and the original residents of resettlement area have also made contributions to the resettlement of immigrants. The indigenous inhabitants took out their own land and received some monetary compensation, but they lost the means of production on which they depended. Secondly, in the market resources, public facilities resources, psychological aspects will also be affected to varying degrees, some of these effects are caused by policy, some aspects are also related to the integration of immigrants. At present, the academic community and the government are mainly concerned with and studied on migrants displaced for the construction of reservoirs, and very few studies have been done on the indigenous inhabitants who have made contributions. This is not conducive to the social integration of indigenous residents and immigrants. Will cause the original inhabitant psychological imbalance feeling. Therefore, this paper takes the original residents of the Danjiangkou Reservoir resettlement area of the South-to-North Water transfer Project as the research object. Firstly, on the basis of the relevant documents and the characteristics of the indigenous residents, the index system of the study is constructed. And designed the questionnaire of the indigenous inhabitant influence research, obtained the first hand information about the production and living situation, the economic development situation, the psychological influence situation of the indigenous residents before and after the resettlement in the resettlement area. The latent variables of the model are the production condition evaluation, living condition evaluation, economic development level evaluation, psychological impact assessment and overall impact assessment of the indigenous inhabitants. On the basis of analyzing the causality between the influence factors and the overall impact assessment, the structural equation theory model of the study on the impact of the indigenous residents in the resettlement area of reservoir is constructed and the research hypothesis is made. Thirdly, this paper analyzes the sample data of the evaluation system from the aspects of descriptive statistical analysis, reliability and validity of the scale, taking the original residents of the resettlement area of the Danjiangkou Reservoir area of Danjiangkou Reservoir as an example, from the aspects of descriptive statistical analysis, reliability and validity of the scale, etc. The model is modified and optimized to verify the rationality of the calculation results. Finally, the relationship between the latent variables and the observed variables and the relationship between the latent variables are obtained, and the beneficial and negative effects on the indigenous residents are obtained. Through the study of this paper, I hope to provide a more perfect evaluation system and method for the impact of indigenous residents, so as to avoid and prevent the adverse effects on indigenous residents in the process of resettlement. To promote the harmonious and lasting development of resettlement areas.
