对转型时期中国边疆社会问题的再认识

【摘要】：古往今来,中国经历了若干次大的国家和社会转型。其中,1978年开始的改革开放无疑深刻而全面地改造着我国的经济模式、国家走向、制度调整、机制重构诸方面。陆地边疆是现代主权国家的疆域的边缘性部分,与国家的中心地带既有同质性,也有差异性。中国的改革开放及其带来的多领域、深层次的变化,也对我国的陆地边疆社会问题的生成与治理带来了前所未有的变化,致使我们在边疆社会问题概念、特征、影响等三个方面都必须加以重新的审视,以适应变化了的实际状况,主动地调整既有的边疆社会问题固有观念、治理思维和治理模式。当前,我国陆地边疆社会问题存在客观存在与主观建构的统一、传统形态与新型形态的交织、国内因素与外部因素的结合等三个显著特征,并可能对中国的国家崛起、国家重大战略的实施以及中国周边的地缘政治变迁造成多重影响。对此,必须有清晰的认识和准确的判断,惟其如此,才能对党和国家的边疆治理尤其是边疆社会问题的有效治理形成积极的指导性作用。
[Abstract]:Throughout the ages, China has undergone several major national and social transformations. Among them, the reform and opening up that began in 1978 has undoubtedly profoundly and comprehensively reformed our country's economic model, national trend, system adjustment, mechanism reconstruction and so on. The land frontier is the borderline part of the territory of the modern sovereign state, which is homogeneity and difference with the center of the country. China's reform and opening to the outside world and its various fields and deep changes have also brought unprecedented changes to the generation and governance of our land frontier social problems, resulting in our concept and characteristics of social problems in the frontier areas. In order to adapt to the changed actual situation and adjust the inherent concept of the social problems in the frontier areas, the thinking of governance and the mode of governance should be adjusted actively in the three aspects of influence and so on. At present, there are three remarkable features of the social problems in China's land frontier, namely, the unity of objective existence and subjective construction, the interweaving of traditional and new forms, the combination of domestic and external factors, and the possible rise of China's country. The implementation of major national strategy and geopolitical changes around China caused multiple impacts. Therefore, it is necessary to have a clear understanding and accurate judgment. Only in this way can the Party and the state govern the frontier areas effectively, especially the social problems of the frontier areas.
