邻避冲突的产生与演变逻辑探析——基于对A煤矿设施当地民众的实证调查

【摘要】：邻避设施推行是经济发展与社会转型的产物,其选址过程中频频发生的冲突行为不仅阻碍了公共利益的分配,更加剧了社会稳定风险。本文基于对A煤矿设施开发的实证调研,探索影响当地民众对煤矿设施接受度的影响因素及内在关系,进而分析邻避冲突的产生和演变逻辑。研究发现,当地民众认为“利益—风险”分配不公是导致其发起邻避冲突的根源,而影响邻避冲突是否进一步演变的主要因素则是地方政府与当地民众的沟通,及当地民众对地方政府的信任水平。因此,从利益补偿和风险沟通的双重路径进行策略优化是从源头上预防邻避冲突的核心措施。同时,在面对邻避冲突时,政府应进一步完善吸纳多元主体利益诉求的民主协商机制,重塑居民对政府的信任水平,从而中止邻避冲突的进一步演化。
[Abstract]:The implementation of adjacent facilities is the product of economic development and social transformation. The frequent conflicts in the process of location selection not only hinder the distribution of public interests, but also aggravate the risk of social stability. Based on the empirical investigation on the development of A coal mine facility, this paper explores the influencing factors and internal relations that affect the acceptance of coal mine facilities by local people, and then analyzes the emergence and evolution logic of neighboring conflict avoidance. The study found that local people believe that the unfair distribution of "benefit and risk" is the root cause of their initiation of conflict avoidance, and the main factor that affects the further evolution of conflict avoidance is the communication between the local government and the local people. And the level of local people's trust in local governments. Therefore, the strategy optimization from the dual path of benefit compensation and risk communication is the core measure to prevent the conflict from the source. At the same time, in the face of conflict avoidance, the government should further improve the democratic consultation mechanism that absorbs the interests of multiple subjects, and reshape residents' trust in the government, thus stopping the further evolution of neighboring conflict avoidance.
