简政放权改革:地方政府的实践创新与推进策略

【摘要】：简政放权已成为当前地方政府全面深化改革、转变政府职能的重要内容。从最近三年的实践看,地方简政放权改革取得了新进展。在政府自身层面,通过组织机构重组与调整、内部结构优化、流程再造,提高运行效率;在政府与市场关系层面,通过行政审批改革、投资审批改革、商事制度改革、教科文卫新领域改革实现简政放权;在政府与社会关系层面,通过优化服务,将政府职能向社会分权。但实践中仍存在部分政策法规相对滞后、部门间协同机制不完善、权力下放不同步、"最后一公里"存在"梗阻"、事中事后监管方式薄弱的问题。推动简政放权改革需要致力于推动法治建设、加强统筹协调、持续简政放权、坚持放管结合、发挥网络优势、规范权力运行。
[Abstract]:From the practice of the last three years, new progress has been made in the reform of local government's simplified administration and decentralization. On the one hand, through administrative examination and approval reform, investment examination and approval reform, commercial system reform, reform in the new field of education, culture and health, and decentralization of government functions to society, on the other hand, through optimizing services, there are still some policies and regulations lagging behind, imperfect inter-departmental coordination mechanism and unsynchronized decentralization. To promote the reform of simplifying government and decentralizing power, we should devote ourselves to promoting the construction of the rule of law, strengthening overall coordination, continuously simplifying government and decentralizing power, insisting on the combination of release and management, giving full play to the advantages of network and standardizing the operation of power.
