发达国家流域水分配和治理中的地方政府协同机制研究

【摘要】：当前,我国跨界流域水资源分配和治理问题日益严峻,建立健全地方政府间协同机制尤为重要和迫切,在这方面,发达国家由于较早即已启动近现代化进程,对于流域治理和环境权也很早就给予了重视,在增进流域水分配和和治理的地方政府协同机制方面积累了不少宝贵得经验教训,值得我国系统借鉴与学习。本文坚持马克思主义基本立场,并透过协同理论和区域公共管理理论,将发达国家流域水分配和治理的地方政府间协同机制梳理、区分为科层机制、市场机制、府际治理机制等三个方面,进而分别对这三种机制具体内容已经形成机理作出探析,揭示和肯定了其可能给予我国的借鉴价值。通过对我国当前流域水分配和治理现状检讨与总结,本文最终提出了可以从发达国家经验中获得启发的若干对策建议。
[Abstract]:At present, the problem of water resources allocation and management in transboundary watersheds in China is becoming increasingly serious, and it is particularly important and urgent to establish and improve the coordination mechanism among local governments. In this regard, the developed countries have started the process of nearly modernization in the early years. Watershed management and environmental rights have been attached great importance to very early, and they have accumulated many valuable experiences and lessons in enhancing the coordination mechanism of local governments in water distribution and management of river basins, which is worthy of our country's systematic reference and study. This paper adheres to the basic position of Marxism, and through synergy theory and regional public management theory, combs the coordination mechanism of local governments in watershed water distribution and management in developed countries, and divides it into branch mechanism and market mechanism. Three aspects, such as the governance mechanism between governments, are analyzed respectively, and the concrete contents of these three mechanisms have already been formed, which reveal and affirm the reference value that they may give to our country. By reviewing and summarizing the current situation of watershed water distribution and management in China, this paper finally puts forward some countermeasures and suggestions which can be inspired by the experiences of developed countries.
