国家治理的伦理探寻

【摘要】：本文从伦理的视角阐述国家治理问题。在充分利用我国丰富的伦理资源,探究符合中国实际的国家公共权力的内在善性,探究国家治理的道德合理性基础与伦理治理的路径与方式,认为构建国家治理伦理基础的根本性问题是厘清公与私的界限与关系问题,探寻构建"尊私成公"的公私观,奠定市场经济条件下道德体系重建的基础;认为国家治理不仅具有政治和经济目标,还应具有伦理的价值目标,以解决社会公平的问题;认为国家治理主体伦理建设的内容与路径包括制度伦理、责任伦理和发展伦理,以探寻国家公共制度与公共责任的伦理追求及国家发展的内在动力。
[Abstract]:This article from the ethics angle of view elaborated the national governance question. We should make full use of the rich ethical resources in our country, probe into the inherent goodness of the national public power in line with the reality of China, and explore the moral rationality foundation of national governance and the path and mode of ethical governance. The author thinks that the fundamental problem of constructing the ethical foundation of national governance is to clarify the boundary and relationship between public and private, to explore the public and private view of "respecting private and forming public", and to lay the foundation for the reconstruction of moral system under the condition of market economy. The author holds that national governance should have not only political and economic goals, but also ethical value goals in order to solve the problem of social equity, and that the contents and paths of ethical construction of national governance subjects include institutional ethics, responsibility ethics and development ethics. In order to explore the ethical pursuit of national public system and public responsibility and the internal motive force of national development.
