法治新常态下推进社会组织发展研究

【摘要】：2014年以来,习近平总书记用“新常态”来概括当前和未来一段时期中国经济发展的阶段性特征。“新常态”这种战略认知在社会科学研究范围内广泛展开讨论。用“新常态”看中国的法治建设,法治新常态是当前和今后相当长时期中国法治发展的大逻辑、总路线①。我们要充分认识并进一步把握法治新常态,在法治新常态下促进社会治理创新和升级。如何认知和把握法治新常态,引领法治新常态的建设?在社会治理和当下发展如何更好衔接?这些都是法治新常态背景下的重要时代议题。本文通过阐释法治新常态的提出以及法治新常态的特征,对法治新常态进行比较深入和全面的解读。分析在法治新常态的法治发展面临的困境和导致困境的原因明晰法治新常态下法治发展的目标。在法治新常态的背景下,探讨社会治理的现状,结合“五位一体”战略布局,剖析社会治理和政治、经济、文化、社会以及生态文明建设中存在的不足,发现提升社会治理能力的根本任务和着力点在发展社会组织,推进社会组织的发展,壮大社会力量,打开社会组织参与社会治理的新局面;通过推进社会组织的发展,唤醒社会公众的法治意识,创造法治新常态发展以及社会治理提升的群众基础;通过推进社会组织的发展,克服法治新常态面临的法治困境,使法治新常态、社会治理、社会组织的发展实现良性的互动。在社会组织发展方面,基于社会组织理论和特征阐释、社会组织发展的法治作用以及社会组织发展在法治新常态下面临的机遇和困难的阐述和论证,最后从政府引导和支持、社会组织自身建设加强、社会宣传的促进作用以及公众参与社会组织的建设四个方面推进社会组织发展。这样就能从三者的良性互动中推进法治社会的构建以及中国梦的早日实现。
[Abstract]:Since 2014, Xi Jinping has used the "new normal" to outline the stages of China's economic development at present and in the coming years. The strategic cognition of the New normal is widely discussed in the field of social science research. Looking at the construction of China's rule of law with "new normal", the new normal rule of law is the great logic of the development of China's rule of law at present and for a long time to come, and the total line is 1. We should fully understand and further grasp the new normal rule of law and promote innovation and upgrading of social governance under the new normal rule of law. How to recognize and grasp the new normal rule of law and lead the construction of the new normal rule of law? How can social governance and current development be better connected? These are important issues of the times against the background of the new normal rule of law. This article explains the new normal of the rule of law and the characteristics of the new normal of the rule of law, a more in-depth and comprehensive interpretation of the new normal of the rule of law. This paper analyzes the difficulties and causes of the development of the rule of law in the new normal state of the rule of law, and clarifies the goal of the development of the rule of law under the new normal state of the rule of law. Under the background of the new normal rule of law, this paper probes into the present situation of social governance, analyzes the shortcomings of social governance and the construction of political, economic, cultural, social and ecological civilization, combining with the strategic layout of "five in one". It is found that the basic task and focus of improving the ability of social governance lies in developing social organizations, promoting the development of social organizations, strengthening social forces, opening up a new situation in which social organizations participate in social governance, and promoting the development of social organizations. Awaken the public's consciousness of the rule of law, create the mass foundation for the development of the new normal state of the rule of law and the promotion of social governance, overcome the predicament of the rule of law, make the new normal state of the rule of law and social governance, The development of social organization realizes benign interaction. In the aspect of social organization development, based on the explanation of the theory and characteristics of social organization, the function of the rule of law in the development of social organization and the opportunities and difficulties faced by the development of social organization under the new normal rule of law are expounded and demonstrated. Finally, the guidance and support of the government are given. The construction of social organization itself, the promotion role of social propaganda and the public participation in the construction of social organization promote the development of social organization. In this way, we can promote the construction of the rule of law society and Chinese Dream's early realization from the benign interaction of the three.
