新时期社会主义意识形态社会治理研究

【摘要】：在新的时代境遇下,面临着社会转型的深刻变革与现实呼唤,加强社会主义意识形态建设是关系到国家长治久安、和谐稳定的重大战略性课题。然而无论是全球化和信息化进程的加快,还是当代资本主义发生的新变化,都对我国意识形态建设提出了严峻的挑战。在自身建设也陷入困境的局限下,将现代化转型的目光聚焦于对社会治理理论的创新性运用,是我国社会主义意识形态建设的战略性转向。本文从新时期社会主义意识形态建设的现实困境出发,立足于"国家治理体系与治理能力现代化"的发展目标,以"社会治理"作为媒介,尝试构建社会主义意识形态社会治理的理论体系,从基本概念和科学内涵出发,在深入剖析社会主义意识形态社会治理本质的基础上,着力从价值、原则、内容和路径等视角对其进行理论建构,力求描绘出新的理论蓝图。本文共分为三个层次:第一层(第一章),从不同视角确立本文研究的社会基础。梳理了在全球化和信息化的时代背景下,我国社会主义意识形态建设所面临的历史机遇与现实挑战;从当代资本主义的新变化、国际共产主义运动的基本态势和当前我国社会转型的现实矛盾等角度,分析了我国社会主义意识形态建设面临的现实挑战;从理论建设有待加强、教育策略急需变革、传播体系尚未成熟和管理方式亟待调整等方面,探究了新时期我国社会主义意识形态建设的发展困境。第二层(第二章和第三章),进行理论论证与概念创新。梳理了从改革开放前到党的十八大以来,我国社会管理模式从"管控式社会管理"、"党政主导式社会管理"到"社会治理"的变迁历程;在此基础上,通过对"社会治理理论的提出及引入"和其基本内涵与内在逻辑的探析,从主体、向度、目标、途径和理念等多维角度深入剖析了其对社会管理的超越所在;进而论证了社会治理融入我国社会主义意识形态建设的可能性和必然性问题。进而从马克思主义理论基础出发,尝试性提出了"社会主义意识形态社会治理"的概念,并就其科学内涵进行了阐释,进而梳理了其主要的理论特征,力图深入挖掘社会主义意识形态社会治理理论的本质与内涵。第三层(第四章至第七章),尝试进行理论体系的构建与探索。首先,从切实维护我国意识形态的安全、主动应对全球化信息化背景下我国意识形态面临的挑战、有效满足社会转型期利益诉求多元化的要求与积极整合因信仰缺失、道德失范和心理失衡导致的社会精神碎片等四个方面,探析了"社会主义意识形态社会治理的战略价值"。进而从指导思想的一元化与社会思想文化的多样性相统一、共同理想的整合性与现实需求的层次性相衔接、对传统文化的批判继承和外来文化的批判借鉴相结合、坚持党的领导和重视多元主体的参与相配合的原则等四个角度探索了"社会主义意识形态社会治理的基本原则"。进而,对"社会主义意识形态社会治理的主要内容"的梳理是从加强党对社会主义意识形态社会治理的领导能力建设、推进社会主义意识形态社会治理与经济社会发展的良性互动、协调意识形态监管与社会主义文化繁荣的关系、推动社会主义意识形态传播与教育的现代化等四个角度展开的。最后,从启动社会主义意识形态社会治理整体建设战略、加强我国社会主义意识形态的理论创新与建设、增强我国社会主义意识形态的吸引力与凝聚力、推动我国社会主义意识形态传播体系现代化、增强我国社会主义意识形态舆情管理的监测能力、培育我国社会主义意识形态社会治理的舆论场、推动文化产业发展并加快文化立法体系的建设、改进对外文化传播与国家形象传播体系的建设等八个方面探索了"社会主义意识形态社会治理的路径设计"。
[Abstract]:In the new era, facing the profound changes and realistic calls of social transformation, strengthening the construction of socialist ideology is a major strategic issue related to the long-term stability and harmony of the country. It is a strategic turn for our socialist ideological construction to focus on the innovative application of the theory of social governance under the limitation that our own construction is also in a predicament. The development goal of the modernization of the governing system and the governing ability is to take the social governing as the medium to try to construct the theoretical system of the socialist ideological social governing. Starting from the basic concepts and scientific connotations, and on the basis of an in-depth analysis of the essence of the socialist ideological social governing, we should focus on the values, principles, contents and paths. This paper is divided into three levels: the first level (Chapter 1) establishes the social basis of this study from different perspectives; combs the historical opportunities and realistic challenges facing the socialist ideological construction under the background of globalization and informatization; and from the contemporary perspective. From the perspectives of the new changes of capitalism, the basic situation of the international communist movement and the realistic contradictions in the current social transformation in China, this paper analyzes the realistic challenges facing the socialist ideological construction in China; the theoretical construction needs to be strengthened, the educational strategy needs to be changed, the communication system is not yet mature and the management mode needs to be adjusted. This paper probes into the dilemma in the development of socialist ideology construction in the new period in China.The second level (Chapter 2 and Chapter 3) carries out theoretical argumentation and conceptual innovation. On this basis, through the analysis of "the introduction and introduction of social governance theory" and its basic connotation and internal logic, this paper analyzes the transcendence of social management from the perspectives of subject, dimension, goal, approach and concept, and further demonstrates the possibility of integrating social governance into the construction of socialist ideology in China. From the theoretical basis of Marxism, this paper tentatively puts forward the concept of "socialist ideological social governance" and explains its scientific connotation, combs its main theoretical characteristics, and tries to dig deeply into the essence and connotation of the theory of socialist ideological social governance. Chapter 7 tries to construct and explore the theoretical system. Firstly, we should conscientiously safeguard the security of our ideology, actively respond to the challenges faced by our ideology under the background of globalization and informationization, effectively meet the requirements of diversification of interests in the period of social transformation and actively integrate the lack of faith, moral anomie and psychological imbalance. From the four aspects of social spiritual fragments and so on, this paper probes into the strategic value of social governance of socialist ideology, and then unifies the unity of guiding ideology with the diversity of social ideology and culture, links the integration of common ideals with the hierarchy of practical needs, criticizes the inheritance of traditional culture and the criticism of foreign culture. This paper explores the basic principles of socialist ideological and social governance from four perspectives, namely, adhering to the Party's leadership and attaching importance to the principle of multi-subject participation, and combing the main contents of socialist ideological and social governance is to strengthen the Party's leadership in socialist ideological and social governance. Four aspects should be carried out to promote the positive interaction between socialist ideological and social governance and economic and social development, to coordinate the relationship between ideological supervision and the prosperity of socialist culture, and to promote the spread of socialist ideology and the modernization of education. Briefly, we should strengthen the theoretical innovation and construction of our socialist ideology, enhance the attraction and cohesion of our socialist ideology, promote the modernization of our socialist ideology communication system, enhance the monitoring ability of our socialist ideology and public opinion management, and cultivate our socialist ideology and social governance. Public opinion field, promoting the development of cultural industry and speeding up the construction of cultural legislation system, improving the construction of foreign cultural communication and national image communication system and other eight aspects explored the "socialist ideological and social governance path design".
