离退休干部的价值实现问题研究

【摘要】：在社会主义现代化建设和改革开放发展的进程中,离退休干部是党和国家的珍贵财富,他们尽己所能,为党的事业和广大人民做贡献。随着我国老龄化问题的日益严峻,国家倡导“积极老龄化”,将老年人对社会发展的积极影响最大化。同时老年人在自身物质和精神方面的需求也愈来愈多。而作为老年人群体中的特殊群体—离退休干部,他们的发展需求也日益增多。充分发挥老干部的积极作用,支持和鼓励离退休老干部价值实现,不仅能解决社会上存在的很多问题,还可以为社会营造良好氛围、创造更多宝贵的财富。随着我国市场经济的不断发展,经济体制改革、社会结构不断深化,人们的思想观念的不断转变,离退休干部群体的思想状况、生活方式都产生了新变化。在老干部发挥其积极作用过程中也出现了新的问题,限制了离退休干部价值的实现。本文首先对当前国内外有关离退休干部的相关文献资料进行梳理,整理出当前已有的文献资料中对国内外发挥离退休干部作用的现状和存在的问题,并以江苏省C市离退休干部为对象开展调查研究,对老干部发挥余热、价值实现的相关情况进行实证分析,分析了离退休干部在价值实现过程中存在的问题,并且深入研究了问题背后形成的原因,结合现状中存在的问题和制约条件提出相应的解决方案。从问卷结果分析出制约离退休干部的价值实现的主要因素是思想观念的约束、社会以及原单位缺乏有组织的开发、缺少价值实现的平台以及有效的信息渠道、缺乏健全的制度保障等,然后有针对性的提出了促进离退休干部价值实现的对策与建议,包括通过健全法律法规以及宣传典型以改善老干部价值实现的社会环境;建强离退休老干部价值实现的平台,做好组织安排工作;大力支持和丰富离退休干部的价值实现的方式,如老年大学、老年社会文艺团体组织和老年志愿服务组织的建立和完善等等。
[Abstract]:In the course of socialist modernization and the development of reform and opening up, retired cadres are the precious wealth of the Party and the state, and they do their best to contribute to the cause of the Party and to the broad masses of the people. With the aging problem becoming more and more serious in China, the government advocates "active aging" and maximizes the positive influence of the elderly on social development. At the same time, the elderly in their own material and spiritual needs are also increasing. As a special group-retired cadres in the elderly group, their development needs are also increasing. Giving full play to the positive role of old cadres and supporting and encouraging the value realization of retired cadres can not only solve many problems existing in society, but also create a good atmosphere and create more valuable wealth for the society. With the continuous development of market economy, the reform of economic system, the deepening of social structure, the constant change of people's ideology and concept, the ideological situation and life style of retired cadres, new changes have taken place in our country. In the process of exerting its positive role, old cadres also appear new problems, which limit the realization of retired cadres' value. This paper firstly combs the relevant literature about retired cadres at home and abroad, and collates the current situation and existing problems of the existing literature on the role of retired cadres at home and abroad. Taking retired cadres in C City of Jiangsu Province as the object of investigation and research, this paper makes an empirical analysis on the relevant situation of the old cadres' exertion of surplus heat and the realization of their value, and analyzes the problems existing in the process of realizing the value of retired cadres. And the reasons behind the problem are deeply studied, and the corresponding solutions are put forward in combination with the existing problems and constraints. From the results of the questionnaire, the main factors restricting the value realization of retired cadres are the restriction of ideology, the lack of organized development in the society and the original units, the lack of a platform for value realization and the effective information channels. Lack of a sound system of protection, and then targeted to promote the value of retired cadres to achieve the countermeasures and suggestions, including the sound of laws and regulations and publicity of the typical to improve the social environment to achieve the value of veteran cadres; Build a platform for the realization of the value of retired cadres, do a good job in organizing and arranging the work, vigorously support and enrich the ways of realizing the value of retired cadres, such as universities for the elderly, The establishment and perfection of literary and artistic organizations and voluntary service organizations for the elderly.
