南昌市区县政府门户网站建设问题研究

【摘要】：政府门户网站建设是电子政务建设重要组成部分,也是政府面向社会提供电子化管理和服务的窗口。一个政府门户网站建设、运行的状态,直接关系到政府形象,直观地反映出一个地方电子政务实施的进程和质量。建设好政府门户网站,提高电子政务信息的易得性和透明度,在促进行为规范、运转协调、公正透明、廉洁高效的行政管理体制中具有积极意义。因此,在电子政务建设中,注重政府门户网站建设,提高政府门户网站设计、运营以及管理水平,就成为一个非常重要的问题。目前,我国政府网站发展迅速,同时也存在着信息服务不充分、网上办事能力缺乏、安全防范能力差等众多问题。为了更好的推进地方政府门户网站建设,本文对南昌市县区政府的网站建设进行了调查和研究。全文共分为五个部分,前两个章节在全面梳理国内外已有相关研究文献的基础上,系统阐明政府网站建设功能作用以及理论依据。第三章通过问卷调查实施,全面分析南昌市政府网站的建设情况、使用效果、存在的问题和问题产生的原因。第四章通过对南昌市和成都市政府网站建设进行综合分析对比,找出各自的优劣,为对策提供借鉴。最后一章针对现实问题和对比借鉴,提出南昌市政府改进和优化电子网站建设的对策和建议。本文通过对南昌市县区政府门户网站建设中存在的问题进行深入分析研究,找出解决方法,既对推进南昌市县区政府门户网站的建设有中重要的意义,而且对进一步提高全国县区政府门户的建设,推进各门户网站进一步提高公共服务效率,实现公众的在线办事以及与政府的互动和交流有积极意义。
[Abstract]:The construction of government portal is an important part of e-government construction, and also a window for the government to provide electronic management and service to the society. The state of construction and operation of a government portal is directly related to the image of the government and directly reflects the process and quality of the implementation of a local e-government. It is of great significance to build government portals to improve the availability and transparency of e-government information and to promote the administrative system of standardization, coordination, fairness, transparency, honesty and efficiency. Therefore, in the construction of e-government, it becomes a very important issue to pay attention to the construction of government portal website and improve the design, operation and management level of government portal website. At present, the government website of our country develops rapidly, at the same time, there are many problems, such as insufficient information service, lack of ability of handling affairs on the net, poor ability of security prevention and so on. In order to better promote the construction of local government portal, this paper investigates and studies the website construction of Nanchang county government. This paper is divided into five parts. The first two chapters systematically clarify the function and theoretical basis of government website construction on the basis of combing relevant research literature at home and abroad. The third chapter analyzes the construction of Nanchang Municipal Government website, the effect of use, the existing problems and the causes of the problems. The fourth chapter analyzes and compares the website construction of Nanchang city and Chengdu municipal government, finds out their advantages and disadvantages, and provides reference for countermeasures. In the last chapter, the countermeasures and suggestions for improving and optimizing the construction of electronic website are put forward. In this paper, through the in-depth analysis and study of the problems in the construction of the government portal in Nanchang, we find out the solution, which is of great significance to the construction of the government portal in the county and district of Nanchang. Moreover, it is of great significance to further improve the construction of government portals in counties and districts of the whole country, to further improve the efficiency of public service, to realize the online service of the public and to interact and communicate with the government.
