开发区建设中的政府主导型管理委员会职能研究

【摘要】：开发区作为一种社会经济现象,最早起源于16世纪的意大利雷格亨自由港。进入20世纪80、90年代,开发区现象成为世界经济发展的一大特色和风潮,并逐渐成为许多国家经济发展的重要支柱。我国开发区的设立相对较晚,它的产生促进了我国对外交流、技术进步和国家经济的快速发展。开发区管委会是伴随着开发区的设立而产生的,政府主导型管理委员会作为政府主导型开发建设管理模式的管委会治理机构,既有一般管理模式的普遍性,又有其自身的特殊性。对政府主导型管理委员会职能进行研究,对于明确政府主导型管理委员会职能、构建高效率职能结构、明确管理机构法律地位、提供有效公共服务供给和科学设置管理机构具有重要意义。 本文通过回顾国内外开发区的发展历程、特点、管理模式,提出了政府主导型管理委员会的基本概念,并对其职能内涵、职能模式进行了分析。通过分析政府主导型管理委员会职能存在的主要问题,提出了针对性和可操作的完善措施。 本文认为,政府主导型管理委员会在面对城市化的快速发展、产业结构不断升级、政府职能的转变的新形势,须采取五个方面的措施：厘定管委会管理职能、确定管委会职能边界、构建高效率职能结构、提供有效性服务供给和加强基层类载体建设。通过以上措施的落实,实现政府主导型管理委员会的健康发展。
[Abstract]:As a social and economic phenomenon, the development zone originated from the free port of Reggen, Italy in the 16 th century. In the 1980s and 1990s, the phenomenon of development zones has become a major feature and trend of world economic development, and has gradually become an important pillar of the economic development of many countries. The establishment of China's development zone is relatively late, which promotes the exchange of foreign countries, technological progress and the rapid development of national economy. The management committee of the development zone comes into being with the establishment of the development zone. As the governing body of the government leading development and construction management mode, the government leading management committee has the universality of the general management mode. Also has its own particularity. This paper studies the functions of the government-led management committee, and makes clear the functions of the government-led management committee, constructs the high efficiency function structure, and clarifies the legal status of the management organization. It is of great significance to provide effective public service supply and to set up scientific management institutions. By reviewing the development course, characteristics and management mode of the development zone at home and abroad, this paper puts forward the basic concept of the government-led management committee, and analyzes its function connotation and function mode. Based on the analysis of the main problems existing in the functions of the government-led management committee, this paper puts forward some specific and operational measures to improve the function. This paper holds that in the face of the rapid development of urbanization, the upgrading of industrial structure and the transformation of government functions, the government-led management committee should take five measures: to determine the management function of the management committee, Define the function boundary of the management committee, construct the high efficiency function structure, provide the effective service supply and strengthen the construction of the basic class carrier. Through the implementation of the above measures, to achieve the healthy development of the government-led management committee.
