中国城市行政区划调整的三重逻辑:一个研究述评

【摘要】：中国城市经历了广泛频繁的行政区划调整,其对于城市本身、区域乃至国家的发展均产生了深远影响。中国城市行政区划调整具有三大逻辑,即权力导向的政治逻辑,经济导向的发展逻辑以及公共服务导向的治理逻辑,主要体现为以县改市为代表的城市增设、以撤县设区为代表的城市扩张和以市管县与省直管县为代表的市县隶属关系调整等策略,且不同类型的行政区划调整对当地的经济发展、城镇化和公共服务具有显著影响。目前学界对此议题尚未形成足够的关注与系统的研究,未来相关研究应更加注重分析城市行政区划调整的适用条件、更为精细地界定其内涵、更加全面地评估其效果以及更多地关注政府等多元主体所扮演的角色和发挥的作用。
[Abstract]:Chinese cities have experienced extensive and frequent adjustment of administrative divisions, which has a profound impact on the development of cities themselves, regions and even countries. The adjustment of urban administrative divisions in China has three main logic, namely, the political logic of power orientation, the development logic of economic orientation and the governance logic of public service orientation, which are mainly embodied in the addition of cities represented by county and city reform. The urban expansion represented by the division of the county and the adjustment of the subordinate relationship of the city and county represented by the city and the county directly under the control of the province, and the adjustment of different types of administrative divisions have a significant impact on the local economic development, urbanization and public service. At present, there has not been enough attention and systematic research on this topic in academic circles. In the future, the relevant research should pay more attention to the analysis of the applicable conditions of the adjustment of urban administrative divisions, and define its connotation more carefully. A more comprehensive assessment of its effectiveness and a greater focus on the role and role of multiple agents such as government.
