重庆市渝中区大石化新区公共服务存在的问题及对策研究

【摘要】：2013年11月,在中国共产党第十八届中央委员会第三次全体会议上,通过了《中共中央关于全面深化改革若干重大问题的决议》,该文中明确提出,“必须切实转变政府职能,深化行政体制改革,创新行政管理方式,增强政府公信力和执行力,建设法治政府和服务型政府”。目前,我国在经济上处于“新常态”阶段,总体风险较多、挑战较多,在这种情况下,通过公共服务推进城市建设发展、促进社会公平公正成为了重要手段,强化公共服务职能成为政府建设、职能转变的重点。本文共分五章,第一部分总论将介绍文章研究背景及目标,同时提供研究思路及方法,第二部分将主要研究大石化新区公共服务现状,第三部分将通过问卷调查分析、问题归因分析,研究渝中区大石化新区公共服务存在问题,第四部分将分析国内外相似区域的经验对策,第五部分重点分析提升和改善大石化新区公共服务能力的对策。通过本文论析,将对目前类似重庆市核心区这样的建成区及旧城改造区公共服务建设指出方向,对未来旧城改造中公共服务提升、效率均有重要的参考意义。
[Abstract]:In November 2013, at the third plenary session of the 18th Central Committee of the Communist Party of China, a resolution of the CPC Central Committee on several important issues of comprehensively deepening reform was adopted, in which it was clearly stated that "the functions of the government must be effectively transformed." We should deepen the reform of the administrative system, innovate the way of administration, strengthen the credibility and executive power of the government, and build a government ruled by law and a service-oriented government. At present, our country is in the "new normal" stage in economy, the overall risk is more, the challenge is many, in this case, through the public service promotes the city construction development, promotes the social fair and just has become the important means. Strengthening the function of public service has become the focus of government construction and function transformation. This paper is divided into five chapters. The first part will introduce the background and objectives of the research, and provide the research ideas and methods. The second part will mainly study the status of public service in the new area, the third part will be through questionnaire analysis. The fourth part will analyze the experiences and countermeasures of similar areas at home and abroad, the fifth part will focus on the countermeasures to promote and improve the public service capacity of the new district. Through the analysis of this paper, the paper points out the direction of the public service construction in the construction areas such as the core district of Chongqing and the reconstruction area of the old city, and has important reference significance for the improvement of the public service and the efficiency of the reconstruction of the old city in the future.
