我国公共危机管理中公民参与问题研究

【摘要】：公共危机管理是一项复杂的社会系统工程,其作为一个集体行动系统,主要有两大类子系统构成,即以公共权力为核心的政府系统和以合作网络为特征的社会系统。当前社会体制下,虽然政府是危机管理的主要部分,可并不是唯一的管理机构,政府不可能全盘取代公民参与危机管理所发挥的作用。社会公民参与危机管理所起的作用的独特性、有效性是独一无二的,其参与将更加有利于社会共同管理群体的构建,为社会组织的发展起引导和促进作用。本文以公共危机管理中参与主体的不同类型、不同方式及其所发挥效用的不同进行分类阐述并作为本文的逻辑起点,结合“2011年3月日本9.0级地震”这个典型案例进行探讨分析,总结得出适合我国公民参与的有效方法。本文在借鉴一些外国经验做法的基础上,针对我国公共危机管理中所存在的问题,分别从政府、社会、公民三个层面,就积极鼓励公民危机参与,加强公民参与管理;努力营造公民参与危机管理的社会文化氛围;着力提高公民自身参与危机管理的能力等方面提出了进一步完善我国公共危机管理中公民参与的对策建议,从而以增强各个治理主体间相互合作的有效性来提升我国公共危机管理的整体有效性。
[Abstract]:Public crisis management is a complex social system engineering. As a collective action system, there are two kinds of subsystems, that is, the government system with public power as the core and the social system characterized by cooperative network. Under the current social system, although the government is the main part of crisis management, it is not the only management organization, the government can not completely replace the role of citizens in crisis management. The unique and effective role of citizen participation in crisis management is unique, and its participation will be more conducive to the construction of social co-management groups and play a leading and promoting role in the development of social organizations. In this paper, different types of participants, different ways and different effectiveness of public crisis management are classified and expounded as the logical starting point of this paper. Combined with the typical case of the March 2011 Japan earthquake of magnitude 9.0, the effective method for the participation of Chinese citizens is summarized and analyzed. On the basis of drawing lessons from some foreign experiences and practices, aiming at the problems existing in the management of public crisis in our country, this paper actively encourages citizen's crisis participation and strengthens citizen's participation in management from three aspects of government, society and citizen respectively. Strive to create a social and cultural atmosphere in which citizens participate in crisis management; In the aspects of improving the ability of citizens to participate in crisis management, the author puts forward some countermeasures and suggestions to further improve the citizen participation in public crisis management in our country. In order to enhance the effectiveness of mutual cooperation among various governance entities to enhance the overall effectiveness of public crisis management in China.
