推动智能公共服务发展的政府责任

【摘要】：人工智能不仅是一项科学技术创新,更是带来一场社会生活的变革。随着人工智能与社会经济生活的不断融合,政府应当积极应对人工智能带来的经济结构和治理方式的转变。国务院发布的《新一代人工智能发展规划的通知》中提出要"建设安全便捷的智能社会"。公共服务是社会生活的基础,智能社会建设首先应发展智能公共服务。责任是制度体系的基本构成要件,是制度有效运行的基本保障。推动智能公共服务发展是政府应当履行的职责,政府应当明确发展目标、构建价值体系、厘清权力(利)义务、树立道德规范,积极承担起推动智能公共服务发展的重任。
[Abstract]:Artificial intelligence is not only an innovation of science and technology, but also a revolution of social life. With the continuous integration of artificial intelligence and social and economic life, the government should actively deal with the economic structure and governance changes brought by artificial intelligence. The notice issued by the State Council in the New Generation artificial Intelligence Development Plan calls for "building a safe and convenient intelligent society." Public service is the foundation of social life, intelligent society construction should first develop intelligent public service. Responsibility is the basic component of the system and the basic guarantee of the effective operation of the system. To promote the development of intelligent public service is the responsibility of the government. The government should make clear the development goal, construct the value system, clarify the power (benefit) obligation, establish the moral standard, and take the responsibility of promoting the development of the intelligent public service actively.
