国家治理能力现代化的价值之维与实现路径

【摘要】：马克思认为国家是社会发展到一定阶段的产物,是社会存在既不能自我调和矛盾、又无法缓和矛盾的工具。国家既来源于社会、又高于社会而存在,国家治理的目的是将社会矛盾的冲突维系在一定“秩序”范围内。现代国家治理不仅要靠制度的设计与安排,还要靠制度的执行与落实,但无论是哪一个环节,都离不开核心价值观的精神支撑,这是防止国家治理弱化、碎片化的有力保障。从我国的国家治理能力现代化的价值之维来看,在我国所形成的以社会主义核心价值观为主导,以吸收传统文化的积极思想和借鉴西方国家的合理治国思想的一体两翼式价值结构是历史必然性、合理性与发展性的结果。从我国的国家治理能力现代化的实现目标来看,则应该从政治、经济、社会、生态、文化等方面进行深入探讨和研究。那么,如何实现这些目标?就要把落脚点放在具体的实现路径上,着重从标准制定、制度配套、法治推进、新技术运用等几个方面入手,唯有如此,才能为国家治理能力现代化的实现提供可能。为了深入探讨国家治理能力现代化的价值选择和实现路径,就必须要从采用“基础——概念——构建——制定”这一逻辑主线,以国家治理能力现代化的基本概念、本质等为逻辑起点,以国家治理能力现代化的价值选择的构成为探讨,提出国家治理能力现代化的价值选择和实现路径。
[Abstract]:Marx believed that the state is the product of the social development to a certain stage, is the social existence can neither self-reconcile contradictions, but also can not ease contradictions. The purpose of state governance is to maintain the conflict of social contradictions within a certain "order". Modern national governance depends not only on the design and arrangement of the system, but also on the implementation and implementation of the system. However, no matter which link it is, it can not be separated from the spiritual support of the core values, which is a strong guarantee to prevent the weakening of national governance and fragmentation. Judging from the value dimension of the modernization of our country's governance capacity, the socialist core values are the dominant values formed in our country. It is the result of historical inevitability, rationality and development to absorb the positive thought of traditional culture and to draw lessons from the rational governing thought of western countries. From the view of the realization goal of the modernization of our country's governance ability, we should probe into and study it from the aspects of politics, economy, society, ecology, culture and so on. So how can these goals be achieved? It is necessary to put the foothold on the specific path of realization, focusing on the establishment of standards, system matching, the promotion of the rule of law, the application of new technology and so on. Only in this way, can the modernization of national governance ability be realized possible. In order to probe into the value choice and realization path of modernization of national governance capacity, we must adopt the logic thread of "basic-concept-construction-development", and use the basic concept of modernization of national governance capacity. As the logical starting point, this paper discusses the composition of the value choice of the modernization of the national governance ability, and puts forward the value choice and realization path of the modernization of the national governance ability.
