龙泉驿区大梁村村民自治案例研究

【摘要】：近年来,随着社会主义民主政治的不断深化,及“三农”问题的持续发酵,许多专家学者开始关注农村政治发展,国家在农村政治领域也进行了深入的实践,其中“村民自治”作为社会主义民主最为广泛而深刻的实践之一,备受各界关注。但同时需要注意的是,我国农村民主政治相较于同时期其他国家或我国城市地区而言发展水平较低,体系建设相对滞后,为此仍需结合本国国情,对村民自治体系构建进行深一步的探索。基于以上社会背景,本文选取成都市龙泉驿区大梁村作为主要研究对象,通过分析调研数据与该村发展历史发现,大梁村虽然在村民自治上取得一定成绩,但仍存在“重控制轻治理、重事物轻政务、重依赖轻自主”等问题。借鉴已有经验,本文针对该问题提出“四位一体”自治模式,即建立以村党支部为领导核心、村民议事会为决策主体、村委会为执行主体、村务监事会为监督主体的新型村级治理组织架构。并佐以“完善基层自治推进平台、构建自治组织保障机制”等手段辅助“四位一体”模式实现。同时,为提升村民内在驱动力,提出了以“有效性、合理性、人文性”为主导的三性导向的基层村民自治新路向。以“内动外推”的双重动力做保障,真正为提升大梁村村民自治制度成效、改善村民生活水平做出贡献。本文在大梁村开展村民自治整个过程中,从自治理论分析到村民自治机制分析等等方面做了一点研究,希望对指导我们的具体实际工作有一定帮助。
[Abstract]:In recent years, with the deepening of socialist democratic politics and the continuous fermentation of the "three rural" issues, many experts and scholars have begun to pay attention to the development of rural politics, and the country has also carried out in-depth practice in the field of rural politics. Among them, villager autonomy, as one of the most extensive and profound practices of socialist democracy, has attracted much attention from all walks of life. But at the same time, we should pay attention to the fact that the development level of our country's rural democratic politics is lower than that of other countries or urban areas of our country in the same period, and the system construction is relatively lagging behind. The construction of villager autonomy system is further explored. Based on the above social background, this paper selects Daliang Village of Longquanyi District in Chengdu as the main research object. Through the analysis of the investigation data and the development history of the village, it is found that the Daliang Village has made some achievements in the village autonomy. However, there are still problems such as emphasizing control over governance, attaching importance to things and neglecting government affairs and relying heavily on independence. Referring to the existing experience, this paper puts forward the "four-in-one" autonomy model, that is, the village party branch is the leading core, the villagers' council is the decision-making body, and the village committee is the executive body. Village supervisory board for the supervision of the main body of the new village-level governance structure. With the aid of "perfecting the promotion platform of grass-roots autonomy and constructing the guarantee mechanism of autonomous organization", the "four-in-one" mode is realized. At the same time, in order to promote the intrinsic driving force of villagers, a new way of grass-roots villager autonomy is put forward, which is guided by "validity, rationality and humanity". The double motive force of "inner-motion extrapolation" is taken as the guarantee, which can really contribute to the improvement of the villagers' self-governance system and the improvement of the villagers' living standard in Daliang Village. In the whole process of developing villager autonomy in Daliang village, this paper makes a little research from the analysis of autonomy theory to the analysis of villager autonomy mechanism and so on, hoping that it will be helpful to guide our practical work.
