大学城校际资源共享的问题与对策研究

【摘要】:开放性和共享性是我国大学城在规划建设之初明确提出的基本理念和价值预期。我国大学城的物理形态形成后,在校际资源共享上做了许多有益的探索。但是,大学城校际资源共享与大学城规划目标之间还存在着较大的差距,资源共享无论是在数量、内容、层次上,还是在质量、广度、深度上,还存在着许多不尽如人意的地方。大学城校际资源共享的理论研究也落后于实践探索,现象描述、个案研究、经验性总结较多,系统性、普适性、理论性研究较少。本文按照“存在问题→分析问题→解决问题”的思路,对我国大学城校际资源共享的问题与对策开展研究。围绕大学城校际资源共享,在界定、梳理了相关概念的内涵与外延、必要性与可能性、支撑理论的基础上,首先对我国大学城校际资源共享的现状与存在问题进行了调查分析;其次,针对存在的问题,从制度安排、组织结构两个角度剖析原因所在;最后,根据问题的原因所在,提出了解决问题的对策。制度创新促进大学城校际资源共享。在我国大学城校际资源共享中,存在着“经济人”特性、交易费用、委托代理制度、资源配置制度、评价制度、协调管理制度等制度安排方面的障碍,应该通过完善利益保障机制、优化资源配置方式、健全法律政策制度、建设资源共享网络管理平台等方面的制度创新,促进大学城校际资源共享。组织结构优化促进大学城校际资源共享。我国大学城校际资源共享存在组织结构方面的障碍,高校内部、高校外部、大学城等三类组织结构总体上呈现直线型形式,均难以横向协调各独立主体间的关系、(柔性)整合各类资源,难以为校际资源共享提供组织支撑:大学城组织结构中的地方政府、大学城管委会等两个组织机构,定位不准、角色不清、关系不畅、职责不明、支持不足。大学城应该建立校际矩阵式组织结构和网络式组织结构;地方政府应该履行服务协调、方向引领、公共事务管理的职能;大学城管委会应该进行身份合法性确认,确立服务与协调的角色定位,职责职权不宜涉及一般性行政职权和社会事务,并通过各级政府纵向委托、授权和大学城各利益相关者横向分权协作,建立职能综合、机构精简、灵活高效的矩阵式组织结构。本研究的创新之处在于:(1)首次从制度安排和组织结构的视角,研究大学城校际资源共享问题。(2)首次对地方政府以及大学城管委会在大学城校际资源共享中的角色定位、职能职责进行了分析。(3)首次对大学城校际资源共享的“现状、问题、原因、对策”进行系统考察、理性分析和梳理提炼。
[Abstract]:Openness and sharing are the basic idea and value expectation that the university city of our country put forward clearly at the beginning of planning and construction. After the formation of the physical form of the university town in China, many beneficial explorations have been made on the sharing of resources between schools. However, there is still a big gap between the inter-university resource sharing and the university town planning goal. The resource sharing is not only in quantity, content and level, but also in quality, breadth and depth. There are still many unsatisfactory places. The theoretical research of university town resources sharing also lags behind the practical exploration, phenomenon description, case study, empirical summary more, systematic, universal, theoretical research is less. According to the idea of "analyzing the problems and solving the problems", this paper studies the problems and countermeasures of the resources sharing among the universities in our country. On the basis of defining, combing the connotation and extension of relevant concepts, necessity and possibility, and supporting theory, this paper firstly investigates and analyzes the present situation and existing problems of inter-school resource sharing in university towns in China. Secondly, in view of the existing problems, this paper analyzes the reasons from the two angles of system arrangement and organizational structure. Finally, according to the reasons of the problems, it puts forward the countermeasures to solve the problems. Institutional innovation promotes the sharing of resources between colleges and universities. In the sharing of resources among universities in our country, there are some obstacles in the system arrangement, such as the characteristics of "economic man", transaction cost, principal-agent system, resource allocation system, evaluation system, coordination management system, etc. We should improve the mechanism of benefit protection, optimize the way of resource allocation, perfect the system of law and policy, and construct the network management platform of resource sharing, so as to promote the sharing of resources among colleges and universities. The optimization of the organizational structure promotes the sharing of resources between colleges and universities. There are obstacles in the organizational structure for the sharing of resources between universities and colleges in our country. The three kinds of organizational structures, such as the inner, outer and outer structure of colleges and universities, as a whole, take the form of straight lines, which make it difficult to coordinate the relationship among the independent subjects horizontally. (flexible) Integration of all kinds of resources makes it difficult to provide organizational support for the sharing of resources between schools: the local government in the organizational structure of the university town, the university town management committee, and other two organizational organizations are not well positioned, their roles are unclear, their relationship is not smooth, and their responsibilities are not clear. Insufficient support. The university city should establish the intercollegiate matrix type organization structure and the network type organization structure, the local government should perform the service coordination, the direction leading, the public affairs management function; The University City Management Committee should confirm the legitimacy of identity, establish the role of service and coordination, and the responsibility and authority should not involve general administrative powers and social affairs, and should be entrusted vertically by governments at all levels. The delegation of authority and the stakeholders of the university town coordinate horizontally to establish a comprehensive, streamlined, flexible and efficient matrix organizational structure.
