服务型政府视角下网络问政研究

【摘要】：在社会经济发展的新形势下,我国加快了行政管理体制改革的步伐,建设服务型政府成为各级政府的改革目标。随着互联网技术的普及和建设服务型政府需求的推动,我国电子政务进入了网络问政阶段。网络问政在近十年的发展过程中表现出独特的功能和优势,在促进我国政府转变执政理念、创新服务方式和完善管理制度等方面发挥了不可替代的作用。网络问政已成为互联网时代下推动我国服务型政府建设的重要方式。首先,本文在厘清服务型政府和网络问政相关理论的基础上,探讨了两者之间的内在联系,得出在服务型政府建设理念下大力发展网络问政的必要性,这是本文的理论基础。其次,从当前我国网民数量、结构和网络问政的主要模式等方面对网络问政的运行现状进行了详细的分析,并找出我国现行网络问政中存在的主要问题。最后,针对当前网络问政存在的问题,分析其原因,并进一步提出在服务型政府视角下完善网络问政的对策和建议。
[Abstract]:In the new situation of social and economic development, China has quickened the pace of administrative system reform, and the construction of service-oriented government has become the goal of government reform at all levels. With the popularization of Internet technology and the promotion of the construction of service-oriented government, e-government in China has entered the stage of network governance. In the past ten years, network politics has shown its unique functions and advantages, and has played an irreplaceable role in promoting our government to change its governing concept, innovate its service mode and perfect its management system. Network politics has become an important way to promote the construction of service-oriented government in the internet age. First of all, on the basis of clarifying the relevant theories of service-oriented government and network governance, this paper discusses the internal relationship between the two, and concludes that it is necessary to develop network governance under the concept of service-oriented government construction, which is the theoretical basis of this paper. Secondly, from the aspects of the number, structure and the main mode of network polices, this paper makes a detailed analysis of the current operation of network polices, and finds out the main problems existing in the current network polices in our country. Finally, according to the problems existing in the current network governance, this paper analyzes the reasons, and further puts forward the countermeasures and suggestions to improve the network governance from the perspective of service-oriented government.
