政府人力资源机构编制管理模式及成熟度评价研究

【摘要】:人力资源管理是管理工作的重要组成部分。政府人力资源管理是政府工作的重心,其管理成熟度决定着政府工作的成效。目前,机构编制管理模式是我国政府实施人力资源管理工作的重要方法。近年来,为弘扬改革创新的时代精神,建设人民满意的服务型政府,我国不断加快行政体制改革和政府职能转变,加强政府机构编制管理力度。因此,在这种形势下,开展机构编制管理相关研究意义重大。本文依据人力资源和机构编制相关理论,结合我国机构编制管理工作实际,采用文献研究、调查和实证研究法对政府人力资源机构编制管理模式展开分析,并首创性的对机构编制管理成熟度评价进行研究。首先,本文对机构编制管理模式在我国政府人力资源管理工作中应用现状开展科学分析,总结其经验及不足。其次,根据人力资源和机构编制相关理论,结合政府机构编制管理工作实际,分析研究管理成熟度等级、基本要素等,首创性构建我国政府机构编制管理成熟度模型。然后,在成功构建机构编制管理成熟度模型基础上,结合政府机构编制管理内容,筛选机构编制管理成熟度评价要素及指标,分析成熟度评分标准,建立评价指标体系。最后,利用珠海市工商质监系统机构编制改革实例,分析验证政府人力资源机构编制管理成熟度评价体系。
[Abstract]:Human resource management is an important part of management. Government human resources management is the focus of government work, its management maturity determines the effectiveness of government work. At present, the organizational management model is an important method for our government to implement human resource management. In recent years, in order to carry forward the spirit of reform and innovation and build a service-oriented government satisfied with the people, China has been speeding up the reform of the administrative system and the transformation of government functions, and strengthening the establishment and management of government institutions. Therefore, in this situation, it is of great significance to carry out research on organizational management. Based on the theory of human resource and institution establishment, combined with the practice of institution establishment management in our country, this paper analyzes the management mode of government human resource institution by literature research, investigation and empirical research. And the first to the establishment of management maturity evaluation. First of all, this paper carries out a scientific analysis of the current situation of the application of the organizational establishment management model in the human resource management of our government, and summarizes its experience and shortcomings. Secondly, according to the theory of human resources and institution establishment, combined with the practice of government organization establishment and management, this paper analyzes and studies the management maturity level, basic elements and so on, and constructs the establishment of government organization management maturity model of our country for the first time. Then, on the basis of successfully constructing the model of organizational management maturity, combined with the content of government organization, the evaluation elements and indicators of institutional compilation management maturity are selected, the evaluation criteria are analyzed and the evaluation index system is established. Finally, the paper analyzes and verifies the evaluation system of management maturity of government human resources institutions by using the example of the establishment reform of the industrial and commercial quality supervision system in Zhuhai.
