“十三五”时期公共服务供给方式创新探讨

【摘要】："十三五"时期是我国全面建成小康社会的决胜阶段,推进公共服务均等化是如期全面建成小康社会的关键。总体来看,当前我国公共服务供给领域依然存在着供给效率不高、均等化程度差、供给体制机制僵化、局部缺口较大等一系列突出问题,已成为经济社会持续发展的制约因素,当然更是全面建成小康社会的"短板"。"十三五"乃至更长的时期,坚持以人民为中心的发展思想,就必须雪中送炭补短板,下大气力推进公共服务供给方式创新。办好这件事,应把握四个方面的重点举措:全面深化供给侧结构性改革,优化公共服务供给;凸显市场决定性作用,激活多元化供给主体活力;强化公共服务供给顶层设计,创新供给体制机制;依托现代信息技术,创新公共服务供给渠道;明确扩大有效供给主攻方向,重点突破关键领域和薄弱环节。
[Abstract]:The 13th five-year Plan period is the decisive stage of building a well-off society in an all-round way in China, and promoting the equalization of public services is the key to building a well-off society in an all-round way as scheduled. Generally speaking, there are still a series of outstanding problems in the field of public service supply in China, such as low efficiency of supply, poor equalization, rigid supply system and large local gap, which have become the restricting factors for the sustainable development of economy and society. Of course, it is the deficiency of building a moderately prosperous society in an all-round way. " In the 13th five-year Plan and even longer period, if we adhere to the idea of people-centered development, we must make up for the shortcomings in the snow and make great efforts to promote the innovation of the mode of public service supply. To do this well, we should grasp four key measures: deepening supply-side structural reform in an all-round way, optimizing the supply of public services, highlighting the decisive role of the market, activating the vitality of diversified supply subjects; We should strengthen the top-level design of public service supply, innovate the supply system and mechanism, innovate the channels of public service supply based on modern information technology, clearly expand the main direction of effective supply, and focus on breaking through key areas and weak links.
