探讨逐年货币补偿安置方式利弊及实践操作

【摘要】：逐年货币补偿安置方式突破了水电移民的传统安置模式,是水电移民工作"以土安置"方式的有益补充,是破解水电工程"移民难,难移民"困局的有益尝试。分析了逐年货币补偿安置方式的利弊及适应性,并以西南SHK水电站为例,研究了该电站实施逐年货币补偿安置的实践操作,并进行了总结。在实践中,该方式还存在许多不完善的地方,但其是解决水电移民地区"少土"或者"无土"安置的又一途径,在开发我国西南水电资源的工作中具有一定价值的借鉴意义。
[Abstract]:Year by year, the mode of monetary compensation and resettlement has broken through the traditional resettlement mode of hydropower migrants, is a beneficial supplement to the way of "resettlement by soil" in the work of hydropower migrants, and is a beneficial attempt to solve the difficulties of "difficult immigrants and difficult immigrants" in hydropower projects. This paper analyzes the advantages and disadvantages and adaptability of the annual monetary compensation and resettlement mode, and takes the southwest SHK Hydropower Station as an example, studies the practical operation of the annual monetary compensation resettlement of the power station, and summarizes it. In practice, there are still many imperfections in this way, but it is another way to solve the problem of "less soil" or "soilless" resettlement in hydropower emigration areas, which has certain reference significance in the development of hydropower resources in southwest China.
