协商民主导向的城市基层治理研究

【摘要】：围绕着协商民主的基本内涵、时代特色,结合党的执政理念的转变,以及城市基层治理的相关理论及其改革方向和实践要求,本论文以协商民主导向下的城市基层治理为分析单元,以构筑和完善城市基层治理中的协商民主的实践平台和运行机制为研究导向,着力探索关于完善当前我国城市基层治理中的协商民主的发展方向及其实践路径。本文运用政策科学、管理学、政治学和社会学等多学科的相关理论,在对城市基层治理与发展协商民主的内在关联性进行分析的基础上,着力从结构框架、实践条件和运行机制等方面进行理论探讨、方案设计和论证,并且结合相关典型案例进行分析。本文提出的构建城市基层治理中的相关公共体制机制,为协商民主的运行提供较为完善的实践路径的基本理路是：以政策过程为多元主体参与城市基层治理、推进公共协商的实践平台,在尊重和保护多元化的同时努力促使多元趋于一致,积极培育成熟、文明、现代、理性的公民主体,进而形成广为认同的发展共识；努力完善社会治理结构,不断加大利益整合力度,缓和人们在利益、需要、价值观方面存在的差异,进而化解由地位、权利、尊严等方面的资源争夺所引发的社会矛盾,最终实现由对立走向合作；在不断优化我国宏观治理框架的基础上,构筑科学、高效、符合我国国情特定的公民参与和公共协商机制,最终形成一种包容性的经济社会发展格局。
[Abstract]:Focusing on the basic connotation of the consultation and democracy, the characteristics of the times, the transformation of the ruling concept of the Party and the related theories of the urban grass-roots governance and the reform direction and the practical requirements, this paper is based on the consultation of the urban grass-roots under the guidance of the consultation and democracy as the analysis unit. In order to build and perfect the practice platform and the operational mechanism of the consultation and democracy in the urban grass-roots governance, the paper focuses on the development of the consultation and democracy in the urban grass-roots governance of our country and its practical path. Based on the analysis of the internal relationship between the governance and the development of the urban basic-level governance and the development of the consultation democracy, this paper, on the basis of the analysis of the internal relationship between the urban grass-roots governance and the development of the consultation democracy, focuses on the theoretical exploration from the aspects of the structural framework, the practice conditions and the operating mechanism. Design and demonstration of the design and analysis in conjunction with the relevant typical cases. This paper puts forward the relevant public system mechanism in the construction of the urban basic-level governance, and provides a perfect practical way for negotiating the operation of the democracy. The policy process is a practical platform for the multi-body to participate in the urban basic-level governance and promote the public consultation. While respecting and protecting the diversity, efforts have been made to promote the multi-element convergence and to actively cultivate the mature, civilized, modern and rational citizen's main body, so as to form a broad-based consensus on development; to make efforts to improve the structure of the social governance, to continuously increase the overall interests and to alleviate the interests of the people, In order to solve the social contradictions caused by the competition of resources in terms of status, rights and dignity, we will finally realize the cooperation of the opposite direction, and build a scientific and efficient way on the basis of the continuous optimization of the macro-governance framework of our country. It is in accordance with the specific national conditions of citizen participation and public consultation, and finally forms an inclusive economic and social development pattern.
