昭觉县天网重建项目过程中的时间管理研究

【摘要】：为了满足公众在中国城市化建设过程中对社会安全的需求,创建文明城市、构建和谐社会,2006年公共安全设施——“天网监控系统”工程问世。“天网”监控系统,通过网络视频监控业务平台,进行社会活动视频信息的传输,帮助社会安全职能部门进行城市安全状况的实时监控。然而,2006年起建设的首批“天网”监控系统,由于设备寿命和布局逐渐跟不上城市规模的发展,导致现有“天网”系统出现覆盖率低、运行管理不善、设备效率低等问题,中国“天网”监控系统迎来了第一个更新和维护的时间节点。为了有效保障社会公共安全,四川省凉山彝族自治州昭觉县公安局,于2015年底启动了县城主城区“天网”监控系统重建的工程项目,目的在于减少昭觉县监控盲区、合理布控监控位点、更新监控设备,以满足城镇化发展伴随而来的社会安全新需求。为了保证昭觉县“天网”重建项目保质、保量、按时完成,需要运用项目管理系统对该重建项目进行科学、高效的指导和管理。项目管理涉及九大知识范畴,其中时间管理直接决定整个项目管理的成败。本论文以项目时间管理理论为基础,结合各地“天网”建设项目的实际经验和研究成果,对昭觉县“天网”重建项目的时间管理进行研究,总结并研究偏远地区社会安全设施类建设工程项目的管理重点、管理方法,以及管理过程中遇到的问题。本文首先介绍了昭觉县“天网”系统的现状,然后重点运用项目时间管理理论实现昭觉县“天网”重建项目中期对“天网”重建需要所有任务活动的分解定义,并对其进行排序和时间估算;基于以上基础数据对昭觉县“天网”重建项目进行项目进度计划制定和控制,同时总结管理方面的问题和改进措施。本研究论文旨在,通过对昭觉县“天网”重建项目建设过程中项目时间管理若干问题的研究,为其他省市进行“天网”系统维护和重建类似项目时,提供一套完整、可靠、关于社会安全设施更新类项目时间管理的研究方法。
[Abstract]:In order to meet the needs of the public for social security in the process of urbanization construction in China, to create a civilized city and build a harmonious society, the project of "Skynet Monitoring system", a public safety facility, came out in 2006. "Skynet" monitoring system, through the network video surveillance business platform, carries on the social activity video information transmission, helps the social security function department to carry on the city security condition real-time monitoring. However, the first batch of "Skynet" monitoring system built since 2006, because the equipment life and layout gradually can not keep up with the development of the city scale, resulting in the existing "Skynet" system has low coverage, poor operation and management, low equipment efficiency and other problems. China's Skynet monitoring system ushered in the first update and maintenance of the time node. In order to effectively protect public security, the Public Security Bureau of Zhaojue County, Liangshan Yi Autonomous Prefecture, Sichuan Province, launched a project to rebuild the "Skynet" monitoring system in the main urban area of the county in late 2015, with the aim of reducing the monitoring blind area in Zhaojue County. To meet the new demand of social security with the development of urbanization, the monitoring sites should be reasonably distributed and the monitoring equipment should be updated. In order to ensure the quality, quantity and finish of the reconstruction project in Zhaojue County, it is necessary to use the project management system to guide and manage the reconstruction project scientifically and efficiently. Project management involves nine areas of knowledge, in which time management directly determines the success or failure of the whole project management. Based on the theory of project time management, this paper studies the time management of "Skynet" reconstruction project in Zhaojue County, combining with the practical experience and research results of "Skynet" construction projects in various places. This paper summarizes and studies the management emphases, management methods and problems encountered in the construction projects of social security facilities in remote areas. This paper first introduces the present situation of "Skynet" system in Zhaojue County, and then focuses on applying the theory of project time management to realize the definition of decomposition of "Skynet" reconstruction project in Zhaojue County in the medium term, which requires all task activities to be reconstructed. Based on the above basic data, the project schedule of "Skynet" reconstruction project in Zhaojue County is worked out and controlled, and the problems in management and improvement measures are summarized. The purpose of this paper is to provide a complete and reliable system maintenance and reconstruction project for other provinces and cities through the study of several problems of project time management in the construction process of "Skynet" reconstruction project in Zhaojue County, and the purpose of this paper is to provide a complete and reliable way for other provinces and cities to carry out "Skynet" system maintenance and reconstruction similar projects.
