基于美丽乡村建设的内蒙古地区乡村风貌提升设计研究

【摘要】：改革开放以来我国城市快速发展,城市化发展迅猛,城乡二元结构导致乡村发展严重滞后,近年来国家相继出台了一系列政策促进乡村发展,力图打破城乡二元结构实现协调发展,特别是在中国共产党第十六届五中全会上美丽乡村的提出,催生出了许多对乡村理论的研究和建设实践。我国的美丽乡村建设才刚刚兴起,还在探索阶段,仍是一个相对较新的领域,相关研究还比较碎片化、不系统,没有成熟的模式可循。而且我国地大物博,不同地区的乡村聚落之间差异性明显,不可能用统一的模式来指导建设。本文主要针对具有特殊地理和文化环境的内蒙古地区的乡村风貌提升进行研究。结合项目实践和案例研究,选取有代表性的鄂尔多斯市伊金霍洛旗作为研究对象,对其乡村风貌现状进行调研和总结,对内蒙古地区乡村风貌地域性特征进行认知,总结出内蒙古地区影响乡村风貌的主要因素和地域性特征,运用多学科理论,通过现状调研、问题分析、策略提出、实践探索的基本研究思路,针对乡村风貌提升规划过程中管理层面、操作层面、设计层面的问题进行策略探究,试从政策引导、指标制定、实践操作各个环节上详细界定具体策略,提出内蒙古地区乡村风貌提升的策略,以期对内蒙古地区的乡村风貌建设具有指导和借鉴意义。
[Abstract]:Since the reform and opening up, the rapid development of cities, the rapid development of urbanization, the dual structure of urban and rural areas lead to a serious lag in rural development, in recent years, the country has issued a series of policies to promote rural development. Trying to break the dual structure of urban and rural areas to achieve coordinated development, especially at the Fifth Plenary session of the 16th CPC Central Committee of the proposed beautiful countryside, gave birth to a lot of rural theory research and construction practice. The construction of beautiful countryside in our country is just rising, still in the exploration stage, it is still a relatively new field, the related research is still relatively fragmented, not systematic, there is no mature model to follow. Moreover, China is rich in land and resources, and there are obvious differences between rural settlements in different regions, so it is impossible to use a unified model to guide the construction. This paper focuses on the promotion of rural landscape in Inner Mongolia with special geographical and cultural environment. Based on the project practice and case study, this paper selects the representative Erdos Ikinholo Banner as the research object, investigates and summarizes the present situation of its rural style and features, and cognizes the regional characteristics of the rural features in Inner Mongolia. This paper summarizes the main factors and regional characteristics of the rural style and features in Inner Mongolia, applies the multi-disciplinary theory, through the current situation investigation, problem analysis, strategy put forward, the basic research ideas of practical exploration. Aiming at the problems of management, operation and design in the process of rural style promotion planning, this paper tries to define the specific strategies in detail from the aspects of policy guidance, index formulation and practical operation. This paper puts forward the strategies of improving the rural features in Inner Mongolia in order to guide and draw lessons from the construction of rural features in Inner Mongolia.
