某山地风电项目后评价研究

【摘要】：大力发展风电等可再生能源是国家确定的一项重大能源战略决策,也是我国经济社会可持续发展的客观要求。积极推动风电发展,对于调整国家能源结构,保障能源安全,促进节能减排,保护生态环境具有重要意义。项目后评价是依据国民经济的发展战略和电力发展规划的要求,结合电力建设项目后评价理论与风电场建设的实际工程,通过对已运行风电项目实际统计与前期测算的比较,分析偏差,总结经验,促进项目可行性研究和前期评价的客观性,以提高项目投资管理水平。本文对某山地风电项目开展后评价研究,通过实地调查研究确定了山地风电项目评价的影响因素,分别从项目技术、项目管理、项目经济性等方面展开分析,提出了该山地风电项目后评价指标体系,建立了项目后评价模型与方法,对该山地风电场一期49.5MW工程建设项目进行后评价,并根据评价结论提出了有关的改进和发展建议。研究结果进一步证明了风电项目后评价工作的重要性,必须将风电项目后评价工作推广应用到更多风电工程项目。另一方面,本文通过研究提出了该项目建设工程中存在一些不足和需要进一步改进的地方,为进一步提高山地风电项目建设经济效益提供了有效途径并提供理论性参考依据。
[Abstract]:The development of renewable energy, such as wind power, is an important energy strategic decision made by the country, and is also the objective requirement of sustainable economic and social development in China. Actively promoting the development of wind power is of great significance to adjust the national energy structure, ensure energy security, promote energy saving and emission reduction, and protect the ecological environment. The post-project evaluation is based on the development strategy of the national economy and the requirements of the electric power development planning, combined with the theory of post-evaluation of the electric power construction project and the actual project of wind farm construction, through the comparison between the actual statistics of the running wind power project and the preliminary calculation. Analyze deviation, sum up experience, promote the objectivity of project feasibility study and pre-evaluation, in order to improve the level of project investment management. This paper carries out a post evaluation study on a mountain wind power project, and through field investigation, determines the influencing factors of the mountain wind power project evaluation, respectively from the aspects of project technology, project management, project economy and so on, and analyzes the impact factors of the mountain wind power project evaluation from the aspects of project technology, project management, project economy, etc. This paper puts forward the post evaluation index system of the mountain wind power project, establishes the project post evaluation model and method, carries on the post evaluation to the first stage 49.5MW construction project of the mountain wind farm, and puts forward the related improvement and development suggestion according to the evaluation conclusion. The results further prove the importance of the post evaluation of wind power projects, and it is necessary to popularize the post evaluation of wind power projects to more wind power projects. On the other hand, this paper puts forward some deficiencies and needs further improvement in the construction project of the project, which provides an effective way and theoretical reference for further improving the economic benefit of the mountain wind power project.
