管办评分离背景下的高中招生制度改革研究

【摘要】：高中招生制度衔接着注重学生均衡发展的初中义务教育阶段与关注学生个性发展的高中教育阶段,具有承前启后的重要作用,而管办评分离则是近年来教育管理领域内深化改革的重点,但目前却鲜有研究将管办评分离的背景与高中招生制度的改革相结合。因此,将两者相结合,探索管办评分离背景下的高中招生制度改革具有一定的理论创新之处,在分析政府、学校与社会三者之间的关系及其各自利益诉求的基础上,提出高中招生制度改革的相关建议,有助于完善当前的招生制度,发挥三者间的最大合力,起好高中招生制度的衔接作用。本文结合管办评分离的背景,以高中招生制度改革为研究对象。首先,通过文献研究法来分析管办评分离及高中招生制度改革的理论基础,并分析、解读近年来宁波市高中招生的政策文件,提出招生制度改革的趋势及价值诉求。其次,笔者向宁波市内三所初中学校的初三教师及学生发放问卷,并对高中负责招生的相关老师进行访谈,通过调查研究法来了解当前宁波市高中招生制度的运行现状,并采用数据分析法对所收集的问卷进行相关的数据处理,从管、办、评三个角度来分析高中招生制度在录取依据及录取方式上所存在的问题。最后,通过分析管办评分离背景下的政府、学校及社会三者之间的关系及权力范围,构建政府宏观管教育、学校自主办教育及社会参与评教育的理想关系模型,为高中招生制度的改革提出一些建议,从而促进高中招生制度的公平性、衔接性及有效性。
[Abstract]:The high school enrollment system connects the compulsory education stage of junior middle school, which pays attention to the balanced development of students, and the stage of high school education, which pays attention to the development of students' personality, which plays an important role in connecting the past with the future. However, in recent years, there are few studies to combine the background of separation of management and evaluation with the reform of high school enrollment system. Therefore, the combination of the two is the key point of deepening the reform in the field of education management in recent years. To explore the reform of senior high school enrollment system under the background of management scoring has certain theoretical innovation, on the basis of analyzing the relationship among government, school and society and their respective interests. Put forward the reform of senior high school enrollment system related suggestions, is helpful to improve the current enrollment system, play the greatest joint force between the three, and play a good role in the high school enrollment system. This paper combines the background of the separation of management and evaluation. First of all, through the literature research method to analyze the theoretical basis of senior high school enrollment system reform, and analyze the policy documents of Ningbo senior high school enrollment system in recent years. Second, the author sent questionnaires to junior high school teachers and students in three junior high schools in Ningbo city, and interviewed the teachers in charge of recruiting students in senior high schools. Through the investigation and research method to understand the current operation of Ningbo senior high school enrollment system, and the use of data analysis of the questionnaire collected by the relevant data processing, from the management, do.
